1 _____________________________ 1 Councilmember Brooke Pinto 2 3 4 5 A PROPOSED RESOLUTION 6 7 _______________ 8 9 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 10 11 ________________________ 12 13 14 To declare the existence of an emergency, due to congressional review, with respect to the need 15 to provide for public safety enhancements in the District, and for other purposes. 16 17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 18 resolution may be cited as the “Secure DC Omnibus Congressional Review Emergency 19 Declaration Resolution of 2024”. 20 Sec. 2. (a) On March 5, 2024, the Council passed the Secure DC Omnibus Emergency 21 Amendment Act of 2024, effective March 11, 2024 (D.C. Act 25-410; 71 DCR 2693) (“emergency 22 act”), which expires on June 9, 2024. 23 (b) On March 5, 2024, the Council also passed the Secure DC Omnibus Amendment Act 24 of 2024, enacted on March 11, 2024 (D.C. Act 25-411; 71 DCR 2732) (“permanent act”), which 25 has a projected law date of July 23, 2024. 26 (c) This emergency legislation is necessary to prevent a gap in the law between the 27 expiration of the emergency act and the effective date of the permanent act. 28 Sec. 3. The Council of the District of Columbia determines that the circumstances 29 enumerated in section 2 constitute emergency circumstances making it necessary that the Secure 30 2 DC Omnibus Congressional Review Emergency Amendment Act of 2024 be adopted after a single 31 reading. 32 Sec. 4. This resolution shall take effect immediately. 33
