18- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19-resolution may be cited as the “Closing of a Public Alley in Square 3701, S.O. 23-06220,
20-Emergency Declaration Resolution of 2024”.

22- Sec. 2. (a) There exists an immediate need to approve emergency legislation ordering the
23-closing of a 10-foot-wide unimproved public alley in Square 3701 abutting Lots 85 and 88 in
24-Ward 5. These lots abut Riggs Road, N.E., and First Street, N.E.
25- (b) The purpose of the alley closing is to facilitate the consolidation of the lots into a
26-single record lot, which will enable the owner to the initiate the development of an
27-approximately 104-unit affordable housing project with underground parking.
28-(c) Permanent legislation, the Closing of a Public Alley in Square 3701, S.O. 23-06220,
29-Act of 2024, passed on 1st reading on July 9, 2024 (Engrossed version of Bill 25-636), will not
30-have second reading until September. Making the alley closing effective sooner than second
31-reading and congressional review of the permanent legislation will enable the project to proceed
32-without risk of further delay.

34-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
35-emergency circumstances making it necessary that the Closing of a Public Alley in Square 3701,
36-S.O. 23-06220, Emergency Act of 2024 be adopted after a single reading.
