24 | | - | Sec. 2. (a) There existed an immediate need to define the terms non-District resident and |

25 | | - | another jurisdiction, and to provide the Alcoholic Beverage and Cannabis Board with the |

26 | | - | authority to issue patient and caregiver registration cards at no cost. |

27 | | - | (b) In October 2023, the Council enacted legislation to address the above-mentioned |

28 | | - | issues. The temporary, the Medical Cannabis Patient Access Clarification Temporary |

29 | | - | Amendment Act of 2023, effective January 23, 2024 (D.C. Law 25-103; 71 DCR 1651) |

30 | | - | (“temporary act”), expires on September 4, 2024. |

31 | | - | (c) Comprehensive permanent legislation addressing these issues has been introduced but |

32 | | - | must complete the legislative process. |
