15-To declare the existence of an emergency with respect to the need to define the terms non-
16-District resident and another jurisdiction, and to provide the Alcoholic Beverage and
17-Cannabis Board with the authority to issue patient and caregiver registration cards at no

20-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
21-resolution may be cited as the “Medical Cannabis Patient Access Clarification Emergency
22-Declaration Resolution of 2024”.

24-Sec. 2. (a) There existed an immediate need to define the terms non-District resident and
25-another jurisdiction, and to provide the Alcoholic Beverage and Cannabis Board with the
26-authority to issue patient and caregiver registration cards at no cost.
27-(b) In October 2023, the Council enacted legislation to address the above-mentioned
28-issues. The temporary, the Medical Cannabis Patient Access Clarification Temporary
29-Amendment Act of 2023, effective January 23, 2024 (D.C. Law 25-103; 71 DCR 1651)
30-(“temporary act”), expires on September 4, 2024.
31-(c) Comprehensive permanent legislation addressing these issues has been introduced but
32-must complete the legislative process.
33-(d) It is of vital importance that the provisions of the temporary act continue in effect
34-until the permanent legislation has become law.

36-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
37-emergency circumstances making it necessary that the Medical Cannabis Patient Access
38-Clarification Emergency Amendment Act of 2024 be adopted after a single reading.

40-Sec. 4. This resolution shall take effect immediately.
