15-To declare an emergency, due to congressional review, with respect to the need to amend Article
16-II of An Act To provide for compulsory school attendance, for the taking of a school
17-census in the District of Columbia, and for other purposes to direct the Mayor to establish
18-a truancy pilot for the purpose of referring students with unexcused absences to the
19-Department of Human Services and documenting attendance and academic outcomes of
20-students receiving interventions from the Department of Human Services.
21-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22-resolution may be cited as the “Pilot Truancy Reduction Congressional Review Emergency
23-Declaration Resolution of 2024”.

25-Sec. 2. (a) On July 9, 2024, the Council passed the Pilot Truancy Reduction Emergency
26-Amendment Act of 2024, effective August 2, 2024 (D.C. Act 25-529; 71 DCR 9599)
27-(“emergency act”), which expires on October 21, 2024.
28- (b) On September 17, 2024, the Council passed the Pilot Truancy Reduction
29-Temporary Amendment Act of 2024, passed on 2nd reading (Enrolled version of Bill 25-913)
30-(“temporary act”), which was transmitted to the Mayor on September 23, 2024, and is pending
31-transmittal to Congress.
32- (c) Identical emergency legislation is necessary to prevent a gap in the law
33-between the expiration of the emergency act and the effective date of the temporary act.

35-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
36-emergency circumstances making it necessary that the Pilot Truancy Reduction Congressional
37-Review Emergency Amendment Act of 2024 be adopted after a single reading.

39- Sec. 4. This resolution shall take effect immediately.
