17-To declare an emergency, due to congressional review, with respect to the need to amend the
18-District of Columbia Housing Authority Act of 1999 to establish a temporary
19-Stabilization and Reform Board to govern the District of Columbia Housing Authority
20-(“DCHA”) and to require that the Board and the Executive Director of DCHA take
21-specific actions to reform and revitalize the operations of DCHA.

23-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
24-resolution may be cited as the “District of Columbia Housing Authority Stabilization and Reform
25-Congressional Review Emergency Declaration Resolution of 2024”.

27-Sec. 2. (a) In December 2022, the Council passed and the Mayor signed the District of
28-Columbia Housing Authority Stabilization and Reform Emergency Amendment Act of 2022.
29-Pursuant to this legislation, a new Stabilization and Reform Board (“STAR Board”) assumed
30-control over the operations of the District of Columbia Housing Authority (“DCHA”) at the start
31-of 2023. The STAR Board’s authorizing legislation contemplates a 2-year term.
32-(b) The Council has passed subsequent rounds of emergency and temporary legislation as
33-necessary to maintain the STAR Board structure. The current law, the District of Columbia
34-Housing Authority Stabilization and Reform Emergency Amendment Act of 2024, will expire on
35-October 24, 2024, while an identical temporary measure is pending congressional review.
36-Further emergency legislation is required to maintain the current governance structure and allow
37-the STAR Board’s 2-year term to continue.

39-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
40-an emergency making it necessary that the District of Columbia Housing Authority Stabilization
41-and Reform Congressional Review Emergency Amendment Act of 2024 be adopted after a
42-single reading.

44-Sec. 4. This resolution shall take effect immediately.
