17-Act of 2004 to designate certain neighborhoods as Retail Priority Areas, including those
18-within the Mount Vernon Triangle, Eastern Market, Barracks Row, and Georgia Avenue

21- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
22-this resolution may be cited as the “Great Streets Program Expansion Neighborhood Retail
23-Priority Amendment Emergency Declaration Resolution of 2024”.
24-Sec. 2. (a) Since 2006 the District has operated the Great Streets retail priority grant
25-program (“program”), which allows small businesses within a defined area to apply for grants to
26-support their businesses. The program began with the Retail Incentive Act of 2004 and has been
27-expanded on several occasions. The grants awarded under the program support small businesses
28-in these areas, create new job opportunities, and provide access to capital.
29-(b) The Committee on Business and Economic Development approved the Great Streets
30-Program Expansion Neighborhood Retail Priority Amendment Act of 2024, as approved by the
31-Committee on Business and Economic Development on October 23, 2024 (Committee print of
32-Bill 25-488)(“permanent legislation”). The permanent legislation amends the Retail Incentive
33-Act of 2004 to broaden the program to designate certain neighborhoods within the Mount
34-Vernon Triangle, Eastern Market, Barracks Row, and Georgia areas, Retail Priority Areas.
35-(c) The permanent legislation must complete the legislative process, including the 30-day
36-review period required by section 602(c)(1) of the District of Columbia Home Rule Act,
37-approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1- 206.02(c)(1)), and will not
38-become law, at the earliest, until the end of 2024.
39-(d) It is important that the provisions of the permanent legislation become law as soon
40-as possible so that the new participants of the program can apply for Great Streets grants in
41-Fiscal Year 2025.

43-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
44-emergency circumstances making it necessary that the Great Streets Program Expansion ENROLLED ORIGINAL

51-a single reading.

23+Sec. 2. (a) The District since 2006 has run the Great Streets retail priority grant 22
24+program that allows small businesses within a defined area to apply for grants to support 23
25+their businesses. This program began with the Retail Incentive Act of 2004 and has been 24
26+expanded on several occasions. The grants awarded support small businesses along these 25
27+corridors, create new job opportunities, and provide access to capital. According to the 26
28+Office of Deputy Mayor for Planning and Economic Development, which administers the 27
29+program. 28
30+(b) The Committee of the Whole approved the Great Streets Program Expansion 29
31+Neighborhood Retail Priority Amendment Act of 2024 on October 28, 2024 (“permanent 30
32+legislation”) to address gaps in the Great Streets program in various parts of the District 31 2
33+of Columbia. To ensure that these new eligible participants can apply for the Great 1
34+Streets grants in Fiscal Year 2025, the Council must pass this emergency legislation. 2
35+ Sec. 3. The Council of the District of Columbia determines that the 3
36+circumstances enumerated in section 2 constitute emergency circumstances, making it 4
37+necessary that the “ Great Streets Program Expansion Neighborhood Retail Priority 5
38+Amendment Emergency Declaration Resolution of 2024 ” be adopted after a single 6
39+reading. 7
