326326 The statue of Bernardo de Gálvez was installed in June 2019. Unfortunately,
327327 no permit was requested for installation. Once installed, the Embassy of
328328 Spain requested authorization for the statue and also for the placement of an
329329 information panel about the figure of Bernardo de Gálvez.

331331 The bronze statue of Bernardo de Gálvez is placed at the Embassy of Spain,
332332 located at 2375 Pennsylvania Avenue, N.W., at the entrance to the
333333 Chancellery, located on 24th Street, N.W.

335335 corner to create a small paved and seating area with the statue on a new
336336 concrete base. The objective of this commemorative work is to make the

350350 The statue honors Bernardo de Gálvez (1746-1786) who was a hero of the
351351 Revolutionary War who risked his life for the freedom of the United States
352352 people and provided supplies, intelligence, and strong military support to the
353353 war effort. In recognition of this vital aid, Bernardo de Gálvez was conferred
354354 honorary U.S. citizenship in 2014. (Public Law 113–229 113th Congress).

498498 The proposed location of the commemorative work is in the public right-of-
499499 way of 24th Street NW, between Pennsylvania Avenue and L Street. 24th
500500 Street has a total width of 90’ with 29’ set aside on both sides of the street
501501 between the curb and property line. The public space along 24th Street
502502 includes 12’ set aside for sidewalk and 17’ set aside as landscaped “public
503503 parking”, the area of public space set aside for landscaping. The location of
504504 the proposed commemorative work is in the 17’ set aside for landscape
505505 purposes.

507507 The Near Northwest Planning Area encompasses the 3.6 square miles
508508 located directly north and west of Central Washington. Most of the area has
509509 historically been within Ward 2, although in past and present times, Near
510510 Northwest has also included parts of Wards 1, 5, and 6. Near Northwest is
511511 known for its historic architecture, well-established neighborhoods, lively
512512 shopping areas, and nationally recognized institutions. These features
513513 provide enduring reminders of the city’s growth, from the 18th century to
514514 today’s international city. The Georgetown Historic District, established in
515515 1950 in response to the demolition of large numbers of waterfront and canal-
516516 related historic buildings, was the first historic district established in the city.
517517 Today, more than half of Near Northwest land area is included in historic
518518 districts. In 2017, the area had a population of 79,374, or about 11.8 percent
519519 of the city’s total. From 2000 to 2017, the population grew by over 10,800
520520 people from 68,539 representing a 14 percent increase. With 54 percent of
521521 the population in Near Northwest between the ages of 18-34, young

528528 area than they do in the city – a difference likely due to the presence of
529529 several university campuses in the area.

531531 The site is located in RA-5 Zone. The Residential Apartment (RA) zones
532532 permit urban residential development and compatible institutional and semi-
533533 public buildings. The RA-5 zone provides for areas developed with
534534 predominantly high-density residential.

537537 would be installed includes apartment blocks, offices and some residential
538538 houses. The Embassy building has eight floors, the facade of the first three
539539 floors being like that of a residential house, and the facade of the other five
540540 floors is glass.

542542 across the street has on its first floor the entrance lobby of the building and a
543543 coffee shop.
544544 Pennsylvania Ave is a busy street with no on-street parking. 24th Street is
545545 smaller, does not have as much traffic and has parking spaces on both sides
546546 of the street, although parking is prohibited on the Embassy side except for

651651 be seen given its size and its unbeatable position in the center of Washington
652652 Circle. The Gálvez statue is not visible from Washington Circle since it is
653653 only visible when you are in front of the Embassy building.

20282028 The Commemorative Works Committee (Committee) considered at its July 21, 2023, meeting the
20292029 proposed statue of Bernardo de Gálvez in front of the Embassy of Spain (Embassy) and recommends the
20302030 Mayor and District Council approve this commemorative work. The Committee requested a minor
20312031 modification to the base of the statue be resolved through discussion between the Spain-USA
20322032 Foundation (Sponsor) and Office of Planning.

20352035 The Embassy installed a statue of Gálvez in District of Columbia (District) public space in June 2019
20362036 without obtaining permits. In September 2021, the Sponsor began working with District agencies to
20372037 obtain the necessary permits and proceed through the commemorative works review process.
20382038 Although the statue is installed, the Sponsor is proposing to relocate and make additional improvements
20392039 around the statue of Gálvez, a Spaniard who was governor of Spanish Louisiana and a General who led
20402040 Spanish troops fighting for the United States during the Revolutionary War. The statue is in public space
20412041 controlled by the District Department of Transportation (DDOT) adjacent to the Embassy at 2375
20422042 Pennsylvania Avenue, NW. The location of the proposed commemorative work is in the landscaped
20432043 “public parking” area of 24

20452045 Street, between the sidewalk and building façade. The commemorative
20462046 work has a total height of 90” (6’6”), including a 39” statue atop a 51” pedestal.
20472047 Because 2375 Pennsylvania Avenue, NW is a District Landmark and the commemorative work is in public
20482048 space under the jurisdiction of DDOT, the application is required to go through two additional reviews in
20492049 addition to the commemorative works review process:

20562056 The bronze statue depicts Gálvez in military dress standing with a sword in one hand, referencing his
20572057 heroic actions in 1781 that forced the Spanish entry into Pensacola Bay and past British batteries at Fort
20582058 Barrancas as part of efforts to force the British out of west Florida. This led King Charles III of Spain to
20592059 allow Gálvez to place on his coat of arms the words “Yo solo” (I Alone). These words are engraved at the
20602060 base of the statue.
20612061 Gálvez was a citizen of Spain who fought in the United States Revolutionary War, risked his life for the
20622062 freedom of the United States people, and provided supplies, intelligence, and military support. He
20632063 helped draft the terms of the treaty ending the Revolutionary War and commanded the Spanish war
20642064 ship “Galveston.” Galveston, TX, and the small town of Galveston, LA, are named for Gálvez. In 2014,
20652065 Gálvez became one of eight people the US Congress awarded honorary US citizenship. A memorial of
