To declare the existence of an emergency with respect to the need authorize the Office of Human 18
Rights to adopt rules and regulations to implement the provisions of this Language 19
Access Act of 2004. 20

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 22
resolution may be cited as the “Language Access Rulemaking Emergency Declaration 23
Resolution of 2024”. 24
Sec. 2. (a) Emergency legislation is necessary to ensure the Mayor, through the Office of 25
Human Rights, can promulgate and amend rules and regulations to allow for the the fair and 26
effective enforcement of the Language Access Act of 2004, effective June 19, 2004 (D.C. Law 27
15-167; D.C. Official Code § 2-1931 et seq.). 28
Sec. 3. The Council determines that the circumstances in section 2 constitute emergency 29
circumstances, making it necessary that the Language Access Rulemaking Emergency 30
Amendment Act of 2024 be adopted after a single reading. 31
Sec. 4. This resolution shall take effect immediately. 32
