25+ BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 23
26+act may be cited as the “Early Childhood Educator Pay Scales Congressional Review Emergency 24
27+Amendment Act of 2025”. 25
28+ Sec. 2. The Day Care Policy Act of 1979, effective September 19, 1979 (D.C. Law 3-16; 26
29+D.C. Official Code § 4-401 et seq.), is amended as follows: 27
30+ (a) Section 2 (D.C. Official Code § 4-401) is amended as follows: 28
31+ (1) Paragraph (1)(B) is amended by striking the phrase “an expanded child 29
32+development home” and inserting the phrase “a child development home or an expanded child 30
33+development home” in its place. 31
34+ (2) Paragraph (1D) is amended to read as follows: 32
35+ “(1D) The term “CDA” means a child development associate credential 33
36+recognized by the Council for Professional Recognition and accepted by the Department to 34
37+demonstrate competency as a caregiver for young children or a state-awarded certificate that 35 2

22- BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23-act may be cited as the “Early Childhood Educator Pay Scales Congressional Review Emergency
24-Amendment Act of 2025 ”.

26- Sec. 2. The Day Care Policy Act of 1979, effective September 19, 1979 (D.C. Law 3- 16;
27-D.C. Official Code § 4- 401 et seq.), is amended as follows:

29- (1) Paragraph (1)(B) is amended by striking the phrase “an expanded child
30-development home” and inserting the phrase “a child development home or an expanded child
31-development home” in its place.
32- (2) Paragraph (1D) is amended to read as follows:

43- “(b) From October 1, 2024, through December 31, 2024, child development facilities that

115+ Sec. 4. Effective date. 68
116+ This act shall take effect following approval by the Mayor (or in the event of veto by the 69
117+Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 70
118+90 days, as provided for emergency acts of the Council of the District of Columbia in section 71 5
