230+winding-down operations in preparation for a tentative March 31, 2025 closure.. Thus, UMC needed to enter into Modification #2, for an additional $3,200,000.00 for Option Year 1 and for

250+proposed Contract, so a subcontracting plan and waiver were not obtained before the contract
251+execution. (Per DSLBD, once a contract is exercised, a waiver cannot be provided).
