1111 Enclosed for consideration and adoption by the Council of the District of Columbia is proposed
1212 legislation entitled the “Industrial Revenue Bond Forward Commitment Program Amendment
1313 Act of 2025”.
1414 The proposed legislation will amend Subchapter II-B of Chapter 3 of Title 47 of the District of
1515 Columbia Official Code,
1616 relating to the issuance of District of Columbia revenue bonds pursuant
1717 to section 490 of the District of Columbia Home Rule Act. Specifically, the proposed legislation
1818 will remove the aggregate principal limit set in the Industrial Revenue Bond Forward
1919 Commitment Program Act of 1995, streamline the revenue bond approval process, and update
2020 certain language in the existing revenue bond law.
2121 These proposed changes will increase the capacity of the District’s revenue bond program and
2222 improve the speed with which the District can process revenue bond applications. The quicker
2323 turnaround provided by these amendments will allow a larger number of organizations around
2424 the District to meet funding and timing deadlines in a fast-paced real estate market.

5252 2. Title 47 of the District of Columbia Official Code is amended as follows:
5353 23 (a) Section 47-340.01 is amended as follows:
5454 24 (1) Paragraph (1)
5555 is amended by striking the phrase "limited partnership," and
5656 25 inserting the phrase "limited partnership, limited liability company," in its place.

5858 is amended by striking the phrase "Assistant City Administrator

8282 Sec. 3. Fiscal impact statement. 45
8383 The Council adopts the fiscal impact statement in the committee report as the fiscal 46
8484 impact statement required by section 4a of the General Legislative Procedures Act of 1975, 47
8585 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a). 48
8686 Sec. 4. Effective date. 49
8787 This act shall take effect following approval by the Mayor (or in the event of veto by the 50
8888 Mayor, action by the Council to override the veto), a 30- day period of Congressional review as 51
8989 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 52
