14-To recognize and celebrate LightHouse DC for its efforts in helping individuals and families
15-transitioning from housing insecurity in the District to move in to and furnish their new

18-WHEREAS, LightHouse DC was founded in 2017 by Brian Hart and Jingwen Sun i n an
19-effort to turn “houses into homes ” for residents transitioning from housing insecurity;
20- WHEREAS, Brian Hart received his juris doctor degree from Georgetown University after
21-graduating with honors from Amherst College. Prior to co- founding LightHouse DC, Brian
22-practiced law with the firm of Paul, Weiss, Rifkind, Wharton & Garrison. From 2013 to 2014, Brian served as an Advisory Neighborhood Commissioner for ANC 1C, representing the neighborhoods of Adams Morgan, Lanier Heights, and part of Kalorama Heights ;
23- WHEREAS, Jingwen Sun received his undergraduate degree in International Affairs and
24-Economics from the George Washington University and later completed a graduate degree in Supply Chain Management at the Robert H. Smith School of Business, University of Maryland. Previously, Jingwen co- directed Sunday Suppers, a nonprofit organization providing meals to
25-homeless individuals in Washington, D.C. Jingwen currently serves as an Advisory Neighborhood Commissioner for ANC 5B, representing the neighborhoods of Brookland, University Heights, and Woodridge;

27-WHEREAS, LightHouse DC’s mission statement is: One family at a time. LightHouse DC
28-helps formerly unhoused and low-income residents in our community transform their empty
29-houses into homes – striving to restore dignity, create stability, and make sure every person has a
30-chance to enjoy a life free of poverty.

32-WHEREAS, LightHouse DC provides furniture and home goods to low-income DC
33-residents who are transitioning from housing insecurity in order to provide these residents with a safe, secure, and functioning home in which to re-build their lives. Through these services,
34-LightHouse DC provides stabilization to residents who have experienced the crisis of housing
35-insecurity – by giving them a place to sleep, eat, and ultimately, to call home;

41-WHEREAS, to provide its services, LightHouse DC works with more than 50 certified
42-nonprofit and government partners, including A Wider Circle, Pathways to Housing, the American
43-Red Cross, and DC Department of Human Services; and

45-WHEREAS, since its inception, LightHouse DC has positively impacted the lives of tens
46-of thousands of District residents, fostering long- lasting change in our community.

48-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
49-resolution may be cited as the “LightHouse DC Ceremonial Recognition Resolution of 2025”.

51-Sec. 2. The Council recognizes and celebrates the diligent work of LightHouse DC in
52-creating and supporting beneficial opportunities for local residents and families transitioning from
53-housing insecurity and both salutes and thanks LightHouse DC for its dedication to community
54-service and beneficial social impact .

56-Sec. 3. This resolution shall take effect immediately.
