To recognize Shawn Hilgendorf for his outstanding service to the Council of the District 13
of Columbia and his extraordinary contributions to the residents of the District 14
through his leadership, dedication, and expertise. 15

WHEREAS, Shawn Hilgendorf served the Council of the District of Columbia 17
with distinction since 2013, working with 3 Council offices, including serving as the 18
Committee Director for the Committee on Facilities and Procurement, the Committee on 19
Government Operations and Facilities, and, most recently, the Committee on Housing, 20
and has demonstrated an unparalleled commitment to the legislative and oversight 21
responsibilities entrusted to the Council; 22

WHEREAS, since joining Council, Shawn Hilgendorf has held every role 24
imaginable on the legislative and committee sides of a Council office, excelling in each 25
with a calm and deliberate approach, earning the trust and respect of Councilmembers, 26
colleagues, advocates, and residents alike; 27

WHEREAS, Shawn Hilgendorf is a steadfast leader and the driving force behind 29
significant legislative accomplishments, including reforms in special education, public 30
safety, and youth justice, policies supporting returning citizens, initiatives to improve 31
housing and homeless services, supports for Advisory Neighborhood Commissions, 32
improved public facility conditions for public school students, expanded anti-33
discrimination laws, and diligent stewardship of public lands, leaving an indelible impact 34
on the lives of District residents; 35

WHEREAS, since 2016, Shawn Hilgendorf’s steady hand, deep institutional 37
knowledge, and diplomatic demeanor have made him an indispensable member of 38
Councilmember Robert White’s team and one of Councilmember White’s most trusted 39
advisors; 40

WHEREAS, Shawn Hilgendorf is an exemplary colleague who is always 42
available to listen, work through challenges, and offer thoughtful insights, fostering a 43
collaborative and supportive work environment; 44

WHEREAS, Shawn Hilgendorf’s intellect, expertise, and ability to navigate 46
complex policy issues have contributed to transformative change in the District, and his 47
commitment to fairness, equity, and collaboration have earned him the admiration of his 48
colleagues and the broader community; and 49

WHEREAS, Shawn Hilgendorf’s departure leaves a significant void not only in 51
Councilmember Robert White’s office but also in the Council as a whole, where his 52
insights, wisdom, and leadership will be deeply missed. 53

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That 55
this resolution may be cited as the “Shawn Hilgendorf Recognition Resolution of 2025”. 56

Sec. 2. The Council of the District of Columbia recognizes Shawn Hilgendorf for 58
his years of dedicated service and his lasting contributions to the residents of the District. 59

Sec. 3. This resolution shall take effect immediately upon the first date of 61
publication in the District of Columbia Register. 62
