13-To recognize Shawn Hilgendorf for his outstanding service to the Council of the District
14-of Columbia and his extraordinary contributions to the residents of the District
15-through his leadership, dedication, and expertise.

17-WHEREAS, Shawn Hilgendorf served the Council of the District of Columbia
18-with distinction since 2013, working with 3 Council offices, including serving as the
19-Committee Director for the Committee on Fac ilities and Procurement, the Committee on
20-Government Operations and Facilities, and, most recently, the Committee on Housing,
21-and has demonstrated an unparalleled commitment to the legislative and oversight
22-responsibilities entrusted to the Council;

24-WHEREAS, since joining Council , Shawn Hilgendorf has held every role
25-imaginable on the legislative and committee sides of a Council office, excelling in each
26-with a calm and deliberate approach, earning the trust and respect of Councilmembers,
27-colleagues, advocates, and residents alike;

29-WHEREAS, Shawn Hilgendorf is a steadfast leader and the driving force behind
30-significant legislative accomplishments, including reforms in special education, public
31-safety, and youth justice, policies supporting returning citizens, initiatives to improve
32-housing and homeless services, supports for Advisory Neighborhood Commissions,
33-improved public facility conditions for public school students, expan ded anti-
34-discrimination laws, and diligent stewardship of public lands, leaving an indelible impact
35-on the lives of District residents;

37-WHEREAS, since 2016, Shawn Hilgendorf’s steady hand, deep institutional
38-knowledge, and diplomatic demeanor have made him an indispensable member of
39-Councilmember Robert White’s team and one of Councilmember White’s most trusted
40-advisors;

42-WHEREAS, Shawn Hilgendorf is an exemplary colleague who is always
43-available to listen, work through challenges, and offer thoughtful insights, fostering a
44-collaborative and supportive work environment;

59-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
60-this resolution may be cited as the “Shawn Hilgendorf Recognition Resolution of 2025”.

62-Sec. 2. The Council of the District of Columbia recognizes Shawn Hilgendorf for
63-his years of dedicated service and his lasting contributions to the residents of the District.

65-Sec. 3. This resolution shall take effect immediately.
