12	7		To recognize Katie Whitehouse for her diligent, compassionate service as Legislative Director to
13	8		Councilmember Robert C. White, Jr., and for her considerable contributions to the
14	9		residents of the District of Columbia.
15	10		WHEREAS, Katie Whitehouse served in the At-Large Office of Councilmember Robert
16	11		White for 6 years, beginning her tenure as a Legislative Assistant and ultimately serving as
17	12		Legislative Director;
18	13		WHEREAS, Katie Whitehouse skillfully developed the Office’s priorities with
19		-	inclusivity and steadiness, resulting in impactful health, public safety, education, economic development, and housing legislative packages that address the root causes of persistent societal

27	24		damaging credit score effects attributable to pandemic economic harms;
28	25		WHEREAS, in addition to the legislation that she shepherded to passage, Katie
29		-	Whitehouse was the lead staffer for legislative efforts that have the potential to advance District residents’ well-being, including the introduction of the Perinatal Health Worker Training Access

39	34		WHEREAS, Katie Whitehouse demonstrates leadership in her daily actions, through a
40	35		commitment to lifelong learning and an aptitude for centering humanity amid the politics;
41	36		WHEREAS, Katie Whitehouse tackles project after project with both system-level
42	37		innovation and enthusiasm for granular detail, including in recent efforts to systematically
43	38		improve the efficacy of District agency budgeting practices;
44	39		WHEREAS, Katie Whitehouse has served as a leader among leaders at the Council, by
45	40		organizing her fellow senior staff across offices to identify and tackle quality-of-life challenges
46	41		affecting Council hiring and retention, which in turn improves the District government’s ability
47	42		to serve its people; and
48	43		WHEREAS, the combination of Katie Whitehouse’s intelligence, keen political
49	44		awareness, deep listening, and innate ability to form meaningful connections have earned her
50	45		high levels of respect both inside and outside of the John A. Wilson Building.
51	46		RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
52	47		resolution may be cited as the “Katie Whitehouse Recognition Resolution of 2025”.

54	49		Sec. 2. The Council of the District of Columbia recognizes Katie Whitehouse for her
55	50		years of devoted service as Legislative Director and her lasting impact on the District of
56	51		Columbia.
