Enclosed for consideration and approval by the Council of the District of Columbia is an
emergency bill, the “Contract No. CW118832 with Modaxo Traffic Management USA, Inc.,
Approval and Payment Authorization Emergency Act of 2025,” and the accompanying emergency
declaration resolution.
The legislation will approve Contract No. CW118832 with Modaxo Traffic Management USA,
Inc., to support the provision of ticket processing and adjudication services to support the District’s
enforcement of its parking and traffic laws.

16 To declare the existence of an emergency with respect to the need to approve Contract No.
17 CWl 18832 with Modaxo Traffic Management USA, Inc ., and to authorize payment for
18 the goods and services received and to be received under the contract.

20 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
21 resolution may be cited as the "Contract No. CWl 18832 with Modaxo Traffic Management
22 USA, Inc., Approval and Payment Authorization Emergency Declaration Resolution of 2025".
23 Sec. 2. (a) There exists an immediate need to approve Contract No. CWl 18832 with
24 Modaxo Traffic Management USA, Inc., and to authorize payment for the goods and services
25 received and to be received under the contract.
26 (b) On October 1, 2024, the Office of Contracting and Procurement, on behalf of the
27 Department of Motor Vehicles, executed emergency Contract No. CWl 18832 with Modaxo
28 Traffic Management USA, Inc., to support the provision of ticket processing services for traffic
29 violations for the period from October
1, 2024, through January 28, 2024, in the not-to-exceed
30 amount of $6,034,831.66.
31 ( c) Under section 451 (b )( 1) of the District of Columbia Home Rule Act, approved
32 December 24, 1973 (87 Stat. 803; D.C. Official Code§ 1-204.51(b)(l)), Council approval is
33 necessary as the value of the contract is more than $1 million during a 12-month period. (d) Emergency legislation is necessary to allow the continuation of these vital services. 34
Without Council approval, Modaxo Traffic Management USA, Inc., cannot be paid for goods and 35
services provided in excess of $1 million for the period from October 1 , 2024 through January 36
28, 2025. 37
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 38
emergency circumstances making it necessary that the Contract No. CW118832 with Modaxo 39
Traffic Management USA, Inc., Approval and Payment Authorization Emergency Act of 2025 be 40
adopted after a single reading. 41
Sec. 4. This resolution shall take effect immediately. 42
