18-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19-resolution may be cited as the “Contract No. CW118832 with Modaxo Traffic Management
20-USA, Inc., Approval and Payment Authorization Emergency Declaration Resolution of 2025”.
21- Sec. 2. (a) There exists an immediate need to approve Contract No. CW118832 with
22-Modaxo Traffic Management USA, Inc., and to authorize payment for the goods and services
23-received and to be received under the contract.
24-(b) On October 1 , 2024, the Office of Contracting and Procurement, on behalf of the
25-Department of Motor Vehicles , executed emergency Contract No. CW118832 with Modaxo
26-Traffic Management USA, Inc., to support the provision of ticket processing services for traffic
27-violations for the period from October 1 , 2024, through January 28, 2025, in the not -to-exceed
28-amount of $6,034,831.66.
29-(c) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
30-December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is
31-necessary as the value of the contract is more than $1 million during a 12- month period.
32- (d) Emergency legislation is necessary to allow the continuation of these vital services.
33-Without Council approval, Modaxo Traffic Management USA, Inc., cannot be paid for goods and
34-services provided in excess of $1 million for the period from October 1 , 2024, through January
35-28, 2025.

37-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
38-emergency circumstances making it necessary that the Contract No. CW118832 with Modaxo Traffic Management USA, Inc., Approval and Payment Authorization Emergency Act of 2025 be
39-adopted after a single reading.
40- Sec. 4. This resolution shall take effect immediately.
