2323 RESOLVED BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, That this 21
2424 resolution may be cited as the “District of Columbia Housing Authority Board of Commissioners 22
2525 Raymond A. Skinner Reappointment Resolution of 2025”. 23
2626 Sec. 2. The Council of the District of Columbia appoints: 24

3232 as a voting member of the District of Columbia Housing Authority Board of Commissioners with 30
3333 professional experience designing and developing public and private multi-family housing, 31
3434 established by Section 12 of the District of Columbia Housing Authority Act of 1999 (D.C. Law 32
3535 13-105; D.C. Official Code § 6-211), to serve a term a 3-year term to end on December 31, 2027. 33
3636 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, 34
3737 upon its adoption, to the appointee and to the Executive Director of the District of Columbia 35
3838 Housing Authority. 36

4141 Ray Skinner is a retired housing and community development executive and public servant who
4242 spent a long and distinguished career in public service as an urban planner, economic and
4343 community development specialist, and affordable housing finance professional. Throughout his
4444 career Mr. Skinner used his expertise to serve and uplift low and moderate communities
4545 wherever he served.

4747 As President and CEO of East Baltimore Development Inc. (2015- 2018), Mr. Skinner was
4848 instrumental in rejuvenating a long- stalled redevelopment plan, resulting in construction of a
4949 new 194 room Marriott Residence Inn, a 170,000 square foot office building, the first new for
5050 sale housing in the neighborhood in decades , and the 5.5- acre Eager Park.

5252 For fifteen years ( 1995-2003 and 2007- 2014) Mr. Skinner served as Secretary of the Maryland
5353 Department of Housing and Community Development (DHCD), leading a staff of three hundred
5454 and managing the state’s housing finance, mortgage insurance, community development, and
5555 building code programs. In this position he oversaw the issuance of billions of dollars in
5656 mortgage revenue bonds to finance construction of affordable housing, and managed the
5757 distribution of tens of millions of dollars in community development funds to help revitalize
5858 neighborhoods throughout the State of Maryland.

6060 Previously Mr. Skinner held the positions of DHCD Director and Executive Director of the
6161 Housing Authority in Prince George’s County, MD . Mr. Skinner also spent over ten years with
6262 the District of Columbia government, including serving as Special Assistant to the Deputy
6363 Mayor for Economic Development and as Executive Director of the Office of Business and
6464 Economic Development.

6666 Mr. Skinner has been an advocate and active leader in the housing and community development
6767 industry, having served as a Trustee of the National Housing Conference, on the Board of the
6868 National Council of State Housing Agencies (NCSHA), and as President of the Council of State
6969 Community Development Agencies (COSCDA). He served two terms as a member of the
7070 Community Development Advisory Council of the Federal Reserve Bank of Richmond and
7171 currently serves on the board of Reinvestment Fund. He has received numerous awards and
7272 honors including United States Senate - “Certificate of Special Recognition: Lifetime
7373 Achievement Award”, US House of Representatives - “Certificate of Congressional Recognition
7474 for Exemplary Service to the Citizens of the State of Maryland”, and induction into the Maryland
7575 Economic Development Association (MEDA) Hall of Fame.

7777 Mr. Skinner holds a Bachelor of Science degree from the Pennsylvania State University and a
7878 Master of City Planning from the University of Pennsylvania. He earned a certificate in Real
7979 Estate Development and completed the Program for Senior Executives in State and Local
