23	23	RESOLVED BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, That this 21
24	24	resolution may be cited as the “District of Columbia Housing Authority Board of Commissioners 22
25	25	Raymond A. Skinner Reappointment Resolution of 2025”. 23
26	26	Sec. 2. The Council of the District of Columbia appoints: 24

32	32	as a voting member of the District of Columbia Housing Authority Board of Commissioners with 30
33	33	professional experience designing and developing public and private multi-family housing, 31
34	34	established by Section 12 of the District of Columbia Housing Authority Act of 1999 (D.C. Law 32
35	35	13-105; D.C. Official Code § 6-211), to serve a term a 3-year term to end on December 31, 2027. 33
36	36	Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, 34
37	37	upon its adoption, to the appointee and to the Executive Director of the District of Columbia 35
38	38	Housing Authority. 36

41	41	Ray Skinner is a retired housing and community development executive and public servant who
42	42	spent a long and distinguished career in public service as an urban planner, economic and
43	43	community development specialist, and affordable housing finance professional. Throughout his
44	44	career Mr. Skinner used his expertise to serve and uplift low and moderate communities
45	45	wherever he served.

47	47	As President and CEO of East Baltimore Development Inc. (2015- 2018), Mr. Skinner was
48	48	instrumental in rejuvenating a long- stalled redevelopment plan, resulting in construction of a
49	49	new 194 room Marriott Residence Inn, a 170,000 square foot office building, the first new for
50	50	sale housing in the neighborhood in decades , and the 5.5- acre Eager Park.

52	52	For fifteen years ( 1995-2003 and 2007- 2014) Mr. Skinner served as Secretary of the Maryland
53	53	Department of Housing and Community Development (DHCD), leading a staff of three hundred
54	54	and managing the state’s housing finance, mortgage insurance, community development, and
55	55	building code programs. In this position he oversaw the issuance of billions of dollars in
56	56	mortgage revenue bonds to finance construction of affordable housing, and managed the
57	57	distribution of tens of millions of dollars in community development funds to help revitalize
58	58	neighborhoods throughout the State of Maryland.

60	60	Previously Mr. Skinner held the positions of DHCD Director and Executive Director of the
61	61	Housing Authority in Prince George’s County, MD . Mr. Skinner also spent over ten years with
62	62	the District of Columbia government, including serving as Special Assistant to the Deputy
63	63	Mayor for Economic Development and as Executive Director of the Office of Business and
64	64	Economic Development.

66	66	Mr. Skinner has been an advocate and active leader in the housing and community development
67	67	industry, having served as a Trustee of the National Housing Conference, on the Board of the
68	68	National Council of State Housing Agencies (NCSHA), and as President of the Council of State
69	69	Community Development Agencies (COSCDA). He served two terms as a member of the
70	70	Community Development Advisory Council of the Federal Reserve Bank of Richmond and
71	71	currently serves on the board of Reinvestment Fund. He has received numerous awards and
72	72	honors including United States Senate - “Certificate of Special Recognition: Lifetime
73	73	Achievement Award”, US House of Representatives - “Certificate of Congressional Recognition
74	74	for Exemplary Service to the Citizens of the State of Maryland”, and induction into the Maryland
75	75	Economic Development Association (MEDA) Hall of Fame.

77	77	Mr. Skinner holds a Bachelor of Science degree from the Pennsylvania State University and a
78	78	Master of City Planning from the University of Pennsylvania. He earned a certificate in Real
79	79	Estate Development and completed the Program for Senior Executives in State and Local
80	80	Government at Harvard University.
