51+24 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
52+25 resolution may be cited as the "Local Rent Supplement Program Contract No. 2025-LRSP-0lA
53+26 with 2151 California Associates LLC Approval Resolution
54+of 2025."
55+27 Sec. 2. (a) In 2007, the Council
56+of the District of Columbia ("Council") passed Title II of
57+28 the Fiscal Year 2007 Budget Support Act of 2006 ("BSA") to provide funding for affordable
58+29 housing for extremely low-income households in the District
59+of Columbia ("District"). The
60+30 passage
61+of the BSA created the Local Rent Supplement Program ("LRSP"), a program designed
62+31 to provide affordable housing and supportive services to extremely low-income District
63+32 residents, including those who are homeless or in need
64+of supportive services, such as elderly
65+33 individuals or those with disabilities, through project-based, tenant-based, and sponsored-based
66+34 LRSP affordable housing units. The BSA provided for the District
67+of Columbia Housing
68+35 Authority ("DCHA") to administer the LRSP on behalf of the District.

7-A RESOLUTION
76+(b) In September of 2021, the District’s Department of Housing and Community 1
77+Development (“DHCD” ), previously issued a Request for Proposals (“RFP”) regarding the 2
78+availability of funds from multiple district agencies, including DCHA, DHCD, the Department 3
79+of Behavioral Health, the Department of Human Services, and the District of Columbia Housing 4
80+Finance Agency. Of the twenty-one (21) total proposals received, eleven ( 11) developers were 5
81+chosen to work with DCHA and other District agencies to develop affordable housing and 6
82+permanent supportive housing units for extremely low-income families making zero to thirty 7
83+percent (30%) of the area’s median income, as well as the chronically homeless and individuals 8
84+with mental or physical disabilities. Upon approval of the contract by the Council, DCHA will 9
85+enter into an a greement to enter into a l ong-term subsidy contract (“ALTSC”) with the selected 10
86+housing providers under the LRSP for housing services. 11
87+(c) There exists an immediate need to approve the l ong-term subsidy contract with 2151 12
88+California Associates LLC under the LRSP in order to provide long- term affordable housing 13
89+units for extremely low-income households for u nits located at 2151 California Street, NW. 14
90+ (d) The legislation to approve the contract will authorize an A LTSC between DCHA and 15
91+2151 California Associates LLC with respect to the payment of a rental subsidy and allows the 16
92+owner to lease the rehabilitated units at The Bo bbi and house extremely low-income households 17
93+with incomes at t hirty percent (30%) or less of the area median income. 18
94+ Sec. 3. Pursuant to section 451 of the District of Columbia Ho me Rule Act, approved 19
95+December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51), and section 202 of the 20
96+Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18- 371; D.C. 21
97+Official Code § 2- 352.02), the Council approves the ALTSC with 2151 California Associates 22

25-Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18- 371; D.C.
26-Official Code § 2- 352.02), the Council approves Contract No. 2025- LRSP-01A, a long- term
27-subsidy contract, with 2151 California Associates LLC to provide an operating subsidy in
28-support of 3 affordable housing units in an initial amount not to exceed $125,400 annually.
29- Sec. 3. Transmittal.
30- The Council shall transmit a copy of this resolution, upon its adoption, to the District of
31-Columbia Housing Authority and the Mayor.
32- Sec. 4. Fiscal impact statement. The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal
33-impact statement required by section 4a of the General Legislative Procedures Act of 1975,
34-approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a).
