19- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
20-resolution may be cited as the “Modification Nos . M02, M03, M04, and M05 to Contract No.
21-DCAM-24-NC-RFP-0003A with Jerome L. Taylor Trucking, Inc. Approval and Payment
22-Authorization Emergency Declaration Resolution of 2025” .
23- Sec. 2. (a) There exis ts an immediate need to approve Modification Nos . M02, M03,
24-M04, and M05 to Contract No. DCAM -24-NC-RFP-0003A with Jerome L. Taylor Trucking,
25-Inc. to provide waste collection and disposal services, and to authorize payment for the goods
26-and services received and to be received under the modifications .
27- (b) On September 11, 2024, via Modification No. M02, the Department of General
28-Services (“DGS”) partially exercised option year one in the not-to-exceed (“NTE”) amount of
29-$937,087.38 for the period October 1, 2024, through November 18, 2024.
30-(c) On November 18, 2024, via Modification No. M03, DGS extended option year one
31-through February 24, 2025, at no additional cost .
32-(d) On January 13, 2025, via Modification No. M04, DGS extended option year one
33-through April 14, 2025, at no additional cost .
34-(e) Modification No. M0 5 will exercise the remainder of option year one through
35-September 30, 2025, and increase the NTE amount by $3,175,966.98, to $4,113,054.36.
36-(f) Council approval is necessary because the modification s will increase the value of the
37-contract to more than $1 million during a 12- month period.
38-(g) Council approval is necessary to allow the continuation of these vital services.
39-Without Council approval, Jerome L. Taylor Trucking, Inc. cannot be paid for goods and
40-services provided in excess of $1 million for the period October 1, 2024, through September 30, 2025.

47-Sec. 3. The Council of the District of Columbia determines that the circumstances
48-enumerated in section 2 constitute emergency circumstances making it necessary that the
49-Modification Nos . M02, M03, M04, and M05 to Contract No. DCAM -24-NC-RFP-0003A with

51-be adopted after a single reading.

26+Emergency Act of 2025”, and the accompanying emergency declaration resolution.

89+(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 40
90+December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 41
91+necessary since the modification s will increase the value of the contract to more than $1 million 42
92+during a 12- month period. 43
