24+ RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 22
25+resolution may be cited as the “Consumer Protection Clarification Congressional Review 23
26+Emergency Declaration Resolution of 2025”. 24
27+ Sec. 2. (a) On November 26, 2024, the Council unanimously approved the Consumer 25
28+Protection Clarification Emergency Amendment Act of 2024 (D.C. Act 25-667; 71 DCR 26
29+16306)(“emergency measure”). The emergency measure will expire on March 19, 2025. 27
30+ (b) On December 17, 2024, the Council unanimously approved the Consumer Protection 28
31+Clarification Temporary Amendment Act of 2024 (D.C. Act 25-707)(“temporary measure”) on 29
32+second reading. The temporary measure has yet to complete congressional review. Therefore, 30
33+this congressional review emergency is necessary to prevent a gap in the law between the 31
34+expiration of the emergency measure and the effective date of the temporary measure. 32 2

29-Temporary Amendment Act of 2024, enacted on January 15, 2025 (D.C. Act 25- 707; 72 DCR
30-830) (“Temporary Act”) on second reading. The Temporary Act has yet to complete
31-congressional review. Therefore, this congressional review emergency is necessary to prevent a
32-gap in the law between the expiration of the E mergency Act and the effective date of the
33-Temporary Act.

35- Sec. 3. The Council of the District of Columbia determines that the circumstances
36-enumerated in section 2 constitute emergency circumstances making it necessary that the
37-Consumer Protection Clarification Congressional Review Emergency Amendment Act of 2025
38-be adopted after a single reading.

40- Sec. 4. This resolution shall take effect immediately.

37+emergency circumstances making it necessary that the Consumer Protection Clarification 34
38+Congressional Review Emergency Act of 2025 be adopted after a single reading. 35
