14		-	To declare the existence of an emergency with respect to the need to approve Modification Nos.
15		-	M0009, M0010, M0011, M0012, M0013, and M0014 to Contract No. CW 101558 with
16		-	Everyone Home DC, and to authorize payment for the goods and services received and to
17		-	be received under the contract .
18		-	RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19		-	resolution may be cited as the “Modification Nos. M0009, M0010, M0011, M0012, M0013, and
20		-	M0014 to Contract No. CW101558 with Everyone Home DC Approval and Payment Authorization Emergency Declaration Resolution of 2025” .

22		-	Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0009, M0010,
23		-	M0011, M0012, M0013, and M0014 to Contract No. CW101558 with Everyone Home DC , and
24		-	to authorize payment for the goods and services received and to be received under the contract .
25		-	(b) On October 1, 2024, via Modifications M0009, the Office of Contracting and
26		-	Procurement (“OCP”), on behalf of the Department of Human Services, partially exercised
27		-	option year 2 in the not -to-exceed (“NTE”) amount of $395,998.86 for the period of October 1,
28		-	2024, through December 31, 2024.
29		-	(c) Modification No. M0010 was an administrative modification. (d) On December 10, 2025, via Modification No. M0011, OCP reduced the NTE by
30		-	$16,200, to $379,798.86.
31		-	(e) One December 31, 2024, via Modification No. M0012, OCP partially exercised
32		-	option year 2 through March 31, 2025, and increased the NTE amount by $379,798.86, to
33		-	$759,597.72.
34		-	(f) On January 21, 2025, via Modification No. M0013, OCP partially exercised option
35		-	year 2 through April 30, 2025.
36		-	(g) Modification No. M0014 will exercise the remainder of option year 2 through
37		-	September 30, 2025, and increase the NTE amount by $759,597.72, to $1,519,195.44.
38		-	(h) Council approval is necessary because the modification s will increase the value of the

46		-	Without Council approval, Everyone Home DC cannot be paid for goods and services provided
47		-	in excess of $1 million for the period from October 1, 2024, through September 30, 2025.

50		-	enumerated in section 2 constitute emergency circumstances making it necessary that the
51		-	Modification Nos. M0009, M0010, M0011, M0012, M0013, and M0014 to Contract No.
52		-	CW101558 with Everyone Home DC Approval and Payment Authorization Emergency Act of
53		-	2025 be adopted after a single reading.

	75	+	(h) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 44
	76	+	December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 45
	77	+	necessary since the modifications will increase the value of the contract to more than $1 million 46
	78	+	during a 12- month period. 47
	79	+	(i) Approval is necessary to allow the continuation of these vital services. Without this 48
	80	+	approval, Everyone Home DC cannot be paid for goods and services provided in excess of $1 49
	81	+	million for the period from October 1, 2024, through September 30, 2025. 50
	82	+	Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 51
	83	+	emergency circumstances making it necessary that the Modification Nos. M0009, M0010, 52
	84	+	M0011, M0012, M0013, and M0014 to Contract No. CW101558 with Everyone Home DC 53
	85	+	Approval and Payment Authorization Emergency Act of 2025 be adopted after a single reading. 54
