14		-	To declare the existence of an emergency with respect to the need to approve Modification Nos.
15		-	M0008, M0009, M0010, M0011, M0012, and M0013 to Contract No. CW 101233 with
16		-	My Sister’s Place, Inc., and to authorize payment for the goods and services received and
17		-	to be received under the contract.
18		-	RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19		-	resolution may be cited as the “Modification Nos. M0008, M0009, M0010, M0011, M0012, and
20		-	M0013 to Contract No. CW101233 with My Sister’s Place, Inc. Approval and Payment
21		-	Authorization Emergency Declaration Resolution of 2025” .

23		-	Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0008, M0009,
24		-	M0010, M0011, M0012, and M0013 to Contract No. CW101233 with My Sister’s Place, Inc.,
25		-	and to authorize payment for the goods and services received and to be received under the contract.
26		-	(b) On October 1, 2024, via Modification No. M0008, the Office of Contracting and
27		-	Procurement (“OCP”), on behalf of the Department of Human Services, partially exercised
28		-	option of option year 2 of Contract No. CW101233 with My Sister’s Place, Inc. , in the not-to-
29		-	exceed (“NTE”) amount of $439,902.63 for the period October 1, 2024, through

	72	+	BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

	80	+	2. (a) There exists an immediate need to approve Modification Nos. M0008,

	82	+	M00l0, M00l 1, M0012, and M0013 to Contract No. CW101233 with My Sister's
	83	+	Place, Inc., and to authorize payment for the goods and services received and to be received
	84	+	under the contract and modifications.
	85	+	(b) On October
	86	+	1, 2024, via Modification No. M0008, the Office of Contracting and
	87	+	Procurement ("OCP"), on behalf
	88	+	of the Department of Human Services, partially exercised
	89	+	option
	90	+	of option year two of Contract No. CW101233 with My Sister's Place, Inc., in the not-to
	91	+	exceed ("NTE") amount
	92	+	of $439,902.63 for the period October 1, 2024, through
30	93		December 31, 2024.
31	94		(c) Modification No. M0009 was an administrative modification.
32		-	(d) On December 27, 2024, via Modification No. M0010, OCP reduced the NTE amount
33		-	by $16,200, to $423,702.63.
34		-	(e) On December 31, 2024, via Modification No. M0011, OCP partially exercised option
35		-	year 2 through March 31, 2025, and increased the NTE amount by $423,702.83, to $847,405.26.
36		-	(f) On January 21, 2025, via Modification No. M0012, OCP partially exercised option
37		-	period 2 through April 30, 2025.
38		-	(g) Modification No. M0013 will exercise the remainder of option year 2 through
39		-	September 30, 2025, and increase the NTE amount by $847,405.83.26, to $1,694,810.52.
40		-	(h) Council approval is necessary because the modification s will increase the value of the

47		-	(i) Council approval is necessary to allow the continuation of these vital services.
48		-	Without Council approval, My Sister’s Place, Inc. cannot be paid for goods and services
49		-	provided in excess of $1 million for the period from October 1, 2024, through September 30,

52		-	Sec. 3. The Council of the District of Columbia determines that the circumstances
53		-	enumerated in section 2 constitute emergency circumstances making it necessary that the
54		-	Modification Nos. M0008, M0009, M0010, M0011, M0012, and M0013 to Contract No.
55		-	CW101233 with My Sister’s Place, Inc. Approval and Payment Authorization Emergency Act of
56		-	2025 be adopted after a single reading.

58		-	Sec. 4. This resolution shall take effect immediately.

	106	+	(h) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 44
	107	+	December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 45
	108	+	necessary since the modifications will increase the value of the contract to more than $1 million 46
	109	+	during a 12- month period. 47
	110	+	(i) Approval is necessary to allow the continuation of these vital services. Without this 48
	111	+	approval, My Sister’s Place , Inc. cannot be paid for goods and services provided in excess of $1 49
