RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this resolution may be cited as the "Maternal Mortality Review Committee Zoe Gutterman Confirmation Resolution of 2025". Sec. 2. She is the Midwifery Practice Director at Unity Healthcare, where she manages a team of midwives across eight clinics, as well as spearheading an initiative to expand services at Howard University Hospital. Ms. Gutterman has served on DC’s Perinatal Quality Collaborative and as the Chair of the DC Affiliate of the American College of Nurse Midwives (ACNM) and of ACNM’s Government Affairs Committee. She also works as adjunct faculty in the School of Nursing at Georgetown University. A Ward 7 resident, Ms. Gutterman earned her Bachelor of Science in Nursing and her Master of Public Health from Johns Hopkins University .
