To declare the existence of an emergency with respect to the need to amend section 25-13 
723 of the District of Columbia Code to allow the ABC Board to extend the hours 14 
of operation, sales, service, and consumption of alcoholic beverages for cultural 15 
events, sporting events, or tourism-related events for licensees registered with the 16 
ABC Board. 17

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That 19 
this resolution may be cited as the “On-Premises and On-Site Extended Hours Program 20 
Emergency Declaration Resolution of 2025”. 21 
Sec. 2. (a) Bill 26-0023, the On-Premises and On-Site Extended Hours Program 22 
Amendment Act of 2025 would allow the Alcoholic Beverage and Cannabis Board 23 
(“Board”) to extend the hours of operation, sales, service, and consumption of alcoholic 24 
beverages for cultural events, sporting events, or tourism-related events for licensees 25 
registered with the Board. 26 
(b) On March 4, 2025, the Council approved B26-0023 on first reading. The 27 
Council is scheduled to take its second and final vote on the legislation on April 1, 2025, 28 
but before the measure takes effect it must complete Mayoral and congressional review, 29 
which could take several months. 30 
(c) Local businesses are preparing for increased patronage related to a spring 31 
tourism event. To assist our local businesses in taking advantage of these economic 32   	2 
opportunities, it is imperative that legislation authorizing the Board to extend hours of 33 
operation, sales, service, and consumption of alcoholic beverages for licensees take effect 34 
immediately so that licensees have ample time to register with the Board to participate in 35 
extended hours, the Board can provide notice to the Metropolitan Police Department of 36 
participating establishments, and the District and businesses can plan in advance for 37 
increased staffing and resources.  38 
Sec. 3. The Council determines that the circumstances enumerated in section 2 39 
constitute emergency circumstances making it necessary that the On-Premises and On-40 
Site Extended Hours Program Emergency Amendment Act of 2025 be adopted after a 41 
single reading. 42 
Sec. 4. This resolution shall take effect immediately. 43
