15-723 of the District of Columbia Official Code to allow the Alcohol ic Beverage
16-and Cannabis Board to extend the hours of operation, sales, service, and
17-consumption of alcoholic beverages for cultural events, sporting events, or
18-tourism-related events for licensees registered with the Alcoholic Beverage and
19-Cannabis Board.

21-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
22-this resolution may be cited as the “On -Premises and On-Site Extended Hours Program
23-Emergency Declaration Resolution of 2025”.
24- Sec. 2. (a) Bill 26-23, the On -Premises and On-Site Extended Hours Program
25-Amendment Act of 2025 would allow the Alcoholic Beverage and Cannabis Board
26-(“Board”) to extend the hours of operation, sales, service, and consumption of alcoholic beverages for cultural events, sporting events, or tourism-related events for licensees
27-registered with the Board.
28-(b) On March 4, 2025, the Council approved B ill 26-23 on first reading. The
29-Council is scheduled to take its second and final vote on the legislation on April 1, 2025, but before the measure takes effect it must complete Mayoral and congressional review, which could take several months.
30-(c) Local businesses are preparing for increased patronage related to a spring
31-tourism event. To assist our local businesses in taking advantage of these economic
32-opportunities, it is imperative that legislation authorizing the Board to extend hours of operation, sales, service, and consumption of alcoholic beverages for licensees take effect
33-immediately so that licensees have ample time to register with the Board to participate in
34-extended hours, the Board can provide notice to the Metropolitan Police Department of
35-participating establishments, and the District and businesses can plan in advance for
36-increased staffing and resources.
37- Sec. 3. The Council of the District of Columbia determines that the circumstances
38-enumerated in section 2 constitute emergency circumstances making it necessary that the ENROLLED ORIGINAL
