AN ACT MAKING A ONE-TIME SUPPLEMENTAL APPROPRIATION FOR THE FISCAL YEAR ENDING 
JUNE 30, 2024 TO THE OFFICE OF MANAGEMENT AND BUDGET . 
 
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:    
 
 Section 1. There is hereby appropriated $324,861,100 (T	hree Hundred Twenty-Four Million, Eight 1 
Hundred Sixty-One Thousand, One Hundred Dollars) in General Funds to the Office of Management and 2

             Section 2.  Section 1 of this Act appropriates $3	,020,000 to the Office of Management and Budget, One-57 
Times and Contingencies for Salary/OEC Contingency – 	27th Pay Adjustment for payment of the public 58 
education 27th pay during Fiscal Year 2024. This appropriation is in addition to prior funds appropriated to the 59 
Office of Management and Budget, One-Times and Contingencies for Salary/OEC Contingency – 27th Pay 60 
Adjustment in the Fiscal Years 2022 and 2023 One-Time Supplemental Appropriation legislation (83 Del. Laws c 61 
55, 83 Del. Laws c 326).  62 
       Section 3. The funding by the State of Delaware of 27 pay periods in Fiscal Year 2024 	does not obligate 63 
the local school districts for the payment of the local share of employee’s salaries for a 27th pay period. The local 64 
school districts’ Board of Education will independently 	address the funding of the 27 pay periods in the Fiscal 65 
Year 2024. The first pay date for the school year 2023-	2024 for 10-month employees will be the second pay date 66 
in September (9/22/2023). Employees who elect 22 pay cycles will be paid the same amount of annual salary as if 67 
they had elected to be paid over 26 pay cycles. This section applies only to those staff members that are employed 68 
for the entire 2022-	2023 school year. Those employees that begin employment or end employment during the 69 
course of the 2022-	2023 school year shall be subject to a ‘days worked’ calculation and shall not be entitled to the 70 
27th pay. 71 
 Section 4.  Section 1 of this Act appropriates $3,000,000 to the Office of Management and Budget, One-72 
Times and Contingencies (10-02-11) to support DHIN and the Health Care Claims Database. These state funds 73 
will provide match to leverage federal resources.  74 3   Section 5. Section 1 of this Act appropriates $50,997,200 	to the Office of Management and Budget, 75 
Pensions (10-02-32) for Other Post-Employment Benefits. As directed by Executive Order 52, the Director of 76 
Office of Management and Budget shall transfer these funds to the Other Post-Employment Benefits Fund as 77 
established by 29 Del. C. § 5281.  78 
 Section 6. Section 1 of this Act appropriates $30 ,000,000 to the Delaware State Housing Authority (10	-79 
08-01) for Housing Investments.  Notwithstanding any law to the contrary, the Delaware State Housing Authority 80 
is authorized to utilize the funds allocated to address the housing crisis through 	state programs including the: 81 
Catalyst Fund, Accelerator Fund, Market Pressure Relief Fund, and Preservation Fund. These programs are 82 
designed to transform communities and neighborhoods through affordable housing initiatives.  83 
 Section 7. Section 1 of this Act appropriates $600,000 to the Department of Health and Social Services, 84 
Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) 	(35-14-01) for home 85 
improvements and modifications allowing DSAAPD clients to safely age in place.  86 
 Section 8. Section 1 of this Act appropriates $1	,040,000 to the Department of Education, District and 87 
Charter Operations, Other Items (95-02-02) to provide a one-year extension of the memorandum of understanding 88 
with Christina School District for the Wilmington School	s Initiative. 89 
SYNOPSIS 
This Act appropriates $	324,861,100 to provide one-time funded projects through the Office of Management and 
Budget.
