 HOUSE CONCURRENT RESOLUTION NO. 38 

   

 DESIGNATING APRIL 26, 2023, AS "4-H DAY" IN THE STATE OF DELAWARE. 

   

  WHEREAS, 4-H is the largest youth development group in the world with over 6 million youth; and   WHEREAS, 4-H is based on the idea of practical, hands-on learning; and   WHEREAS, the first club in Delaware was the Houston Cardinals 4-H Club, which was established over 100 years ago, in 1914; and   WHEREAS, the 4-H clover is the symbol of 4-H, representing head, heart, hands, and health; and   WHEREAS, 4-H has an expansive reach, serving youth in rural, urban, and suburban communities in every state across the nation, and the youth are tackling the nation's top issues, from global food security, climate change, and sustainable energy to childhood obesity and food safety; and   WHEREAS, over 35,000 youth, 40% of Delawares school age population, are involved in 4-H in Delaware; and   WHEREAS, 4-H is available to youth ages 5 to 19 years old and engages youth through community clubs, after-school programs, military programs, school enrichment, special interest projects, and camps; and   WHEREAS, there are 134 community clubs statewide with over 3,000 members, and these clubs are led by over 900 volunteers; and   WHEREAS, there are three national mandates for the 4-H Program: science and technology, healthy living, and citizenship; and   WHEREAS, 4-H operates under four basic essential elements: mastery, belonging, independence, and generosity; and   WHEREAS, the 4-H motto is To Make the Best Better;   NOW, THEREFORE:       BE IT RESOLVED by the House of Representatives of the 152nd General Assembly of the State of Delaware, the Senate concurring therein, that April 26, 2023, is hereby designated as 4-H Day in the State of Delaware, and the House of Representatives and Senate call upon Delawares citizens to recognize the many contributions of the States 4-H programs.
