 HOUSE RESOLUTION NO. 18 

   

 RECOGNIZING THE IMPORTANCE OF SWIMMING SAFTEY AND AWARENESS IN THE STATE OF DELAWARE 

   

  WHEREAS, swimming is a popular recreational activity in the State of Delaware that contributes to the physical well-being and social relationships of many Delawareans; and   WHEREAS, the State of Delaware recognizes outdoor water activities, including swimming in pools, lakes, and oceans, which foster a sense of community, improve physical health, and build lifelong friendships; and   WHEREAS, despite these benefits, swimming in open and deep water can pose significant risks to individuals who are not adequately prepared or trained; and   WHEREAS, every year in the United States there are an estimated 4,000 fatal unintentional drowningsthat is an average of 11 drowning deaths per day and 8,000 nonfatal drowningsthat is an average of 22 nonfatal drownings per day; and   WHEREAS, the State of Delaware acknowledges that it is paramount for individuals to learn about the potential dangers of swimming and to take preventative measures to ensure their safety and the safety of others; and   WHEREAS, the State of Delaware encourages all its residents, regardless of age, to take swimming lessons from certified instructors as a proactive step in preventing water-related accidents; and   WHEREAS, the State of Delaware recognizes the importance of educating its residents about swimming safety, including understanding water conditions, learning rescue techniques, and recognizing signs of distress in swimmers; and   WHEREAS, the State of Delaware is committed to promoting a safe and enjoyable swimming environment for all its residents.   NOW, THEREFORE:   BE IT RESOLVED by the House of Representatives of the 152nd General Assembly of the State of Delaware that we hereby recognize the importance of swimming safety and the benefits of water activities, and we encourage all Delaware residents to take swimming lessons, learn about potential swimming risks, and follow safety guidelines when participating in water activities.
