33- Section 1. Section 320.031, Florida Statutes, is amended 20
34-to read: 21
35- 320.031 Mailing of registration certificates, registration 22
36-certificate cards, license plates, and validation stickers. 23
37- (1) The department and the tax collectors of the several 24
38-counties of the state may at the request of the applicant use 25
24+charge for the transfer or duplicate issuance of a 11
25+registration certificate card; amending s. 320.0609, 12
26+F.S.; specifying a transfer fee for the issuance of a 13
27+new registration certificate card under ce rtain 14
28+circumstances; providing a contingent effective date. 15

30+Be It Enacted by the Legislature of the State of Florida: 17

32+ Section 1. Section 320.031, Florida Statutes, is amended 19

51-United States mail service to deliver registration certificates 26
52-and registration certificate cards and renewals thereof, license 27
53-plates, mobile home stickers, and validation stickers to 28
54-applicants. 29
55- (2) A mail service charge may be collected for each 30
56-registration certificate, registration certificate card, license 31
57-plate, mobile home sticker, and validation sticker mailed by the 32
58-department or any tax collector. Each registration certificate, 33
59-registration certificate card, license plate, mobile home 34
60-sticker, and validation sticker shall be mailed by first -class 35
61-mail unless otherwise requested by the applicant. The amount of 36
62-the mail service charge shall be the actual postage required, 37
63-rounded to the nearest 5 cents, plus a 25 -cent handling charge. 38
64-The mail service charge is in addition to the service charge 39
65-provided by s. 320.04. All charges collected by the department 40
66-under this section shall be deposited into the Highway Safety 41
67-Operating Trust Fund. 42
68- Section 2. Paragraph (a) of subsection (1) of section 43
69-320.04, Florida Statutes, is amended to read: 44

72-application that is handled in connection with original 47
73-issuance, duplicate issuance, or transfer of a license plate, 48
74-mobile home sticker, or validation sticker or with transf er or 49

88-charge of $2.50 shall be imposed on each original or duplicate 51
89-issuance or transfer of a registration certificate card. A This 52
90-service charge under this paragraph shall be retained by the 53
91-department or by the tax collector, as the case may be, as other 54
92-fees accruing to those offices. 55
93- Section 3. Paragraph (a) of subsection (5) of section 56
94-320.0609, Florida Statutes, is amended to read: 57
95- 320.0609 Transfer and exchange of registration licens e 58
96-plates; transfer fee. — 59
97- (5) For a transfer or exchange other than one specified in 60
98-paragraph (2)(b), the following provisions apply: 61
99- (a) If the replacement motor vehicle requires the same 62
100-amount of license tax under s. 320.08 as the original vehicle to 63
101-be replaced, no additional tax other than the transfer fee of 64
102-$4.50, accompanied by an application for transfer on a form 65
103-supplied by the department, is required to transfer or exchange 66
104-a registration license plate for use on a replacement vehicle 67
105-for the duration of a current registration period and to issue a 68
106-new certificate of registration and, at the request of the 69
107-owner, a new registration certificate card . 70
108- Section 4. This act shall t ake effect on the same date 71
109-that HB 369 or similar legislation takes effect , if such 72
110-legislation is adopted in the same legislative session or an 73
111-extension thereof and becomes a law. 74
