A bill to be entitled 1 
An act relating to uterine fibroid research and 2 
education; creating s. 381.9312, F.S.; providing 3 
definitions; requiring the Department of Health to 4 
develop and maintain an electronic database of 5 
information related to uterine fibroids; providing a 6 
specified purpose for such database; requiring that 7 
the database include specified information; requiring 8 
health care providers to submit certain information to 9 
the department for inclusion in the database; 10 
prohibiting the database from including any personal 11 
identifying information; providing that such 12 
information is confidential; authorizing certain 13 
persons to use such information for a specified 14 
purpose; requiring the department, in consultation 15 
with the Florida Medical Association, to develop and 16 
disseminate certain information to educate health care 17 
providers and conduct a public awareness campaign; 18 
providing an effective date. 19

Be It Enacted by the Legislature o f the State of Florida: 21 
 22 
 Section 1.  Section 381.9312, Florida Statutes, is created 23 
to read: 24

public awareness.— 26 
 (1)  DEFINITIONS.—As used in this section, the term: 27 
 (a)  "Department" means th e Department of Health. 28 
 (b)  "Health care provider" means a physician licensed 29 
under chapter 458 or an advanced practice registered nurse 30 
registered under s. 464.0123. 31 
 (c)  "Uterine fibroid" means a noncancerous growth of the 32 
uterus that often appears du ring a woman's childbearing years. 33 
 (2)  UTERINE FIBROID RESEARCH DATABASE. — 34 
 (a)  The department shall develop and maintain an 35 
electronic database consisting of information related to uterine 36 
fibroids. The purpose of the database is to encourage research 37 
relating to the diagnosis and treatment of uterine fibroids and 38 
ensure that women are provided with the relevant information and 39 
health care necessary to prevent and treat uterine fibroids. The 40 
database must include, but need not be limited to, all of the 41 
following information: 42 
 1.  Incidence and prevalence of women diagnosed with 43 
uterine fibroids in the state. 44 
 2.  Demographic attributes of women diagnosed with uterine 45 
fibroids in the state. 46 
 3.  Treatments and procedures for uterine fibroids used by 47 
health care providers in the state. 48 
 (b)  A health care provider who diagnoses or treats a woman 49 
with uterine fibroids shall submit information relating to such 50

diagnosis or treatment to the department in a form and manner 51 
prescribed by department rule for incl usion in the database. 52 
Such information may be submitted along with any reports or 53 
other information that the health care provider is required to 54 
submit to the department pursuant to state law. 55 
 (c)  The database may not include any personal identifying 56 
information of women diagnosed with or treated for uterine 57 
fibroids. Such information is confidential and may be used only 58 
by employees or agents of the department for the purpose of 59 
conducting uterine fibroid research. 60 
 (3)  UTERINE FIBROID EDUCATION OUTR EACH AND PUBLIC 61 
AWARENESS.—The department, in consultation with the Florida 62 
Medical Association, shall develop and disseminate information 63 
related to uterine fibroids to educate health care providers and 64 
conduct a campaign to increase public awareness of u terine 65 
fibroids which must include, but need not be limited to, all of 66 
the following: 67 
 (a)  Possible risk factors for developing uterine fibroids, 68 
including, but not limited to, the races or ethnicities of women 69 
who have a statistically elevated risk of de veloping uterine 70 
fibroids. 71 
 (b)  Range of available treatment options for uterine 72 
fibroids, including, but not limited to, treatments and 73 
procedures that are considered alternatives to hysterectomy. 74 
 Section 2.  This act shall take effect July 1, 2022. 75
