17	17	specified resilience -related advisory committees to 4

19	19	communications media technology; providing that use of 6
20	20	such technology by a committee member constitutes that 7
21	21	member's presence at such meeting or workshop; 8
22	22	requiring that such technology allow the public t o 9
23	23	audibly communicate; providing notice requirements for 10
24	24	public meetings or workshops conducted by means of 11
25	25	communications media technology; providing 12
26	26	construction; providing an effective date. 13

28	28	Be It Enacted by the Legislature of the State of Florida: 15

30	30	Section 1. Subsection (9) is added to section 286.011, 17
31	31	Florida Statutes, to read: 18
32	32	286.011 Public meetings and records; public inspection; 19
33	33	criminal and civil penalties. — 20
34	34	(9)(a) Notwithstanding any other law to the contrary, 21
35	35	resilience-related advisory committees whose membership is 22
36	36	composed solely of representatives of four or more counties, 23
37	37	when there is at least 200 miles of geographic distance between 24
38	38	the county seats of the two most distant counties, may conduct 25

51	51	public meetings and workshops by means of communications media 26
52	52	technology as defined in s. 120.54(5)(b)2. An advisory committee 27
53	53	member who participates in a meeting or workshop by means of 28
54	54	communications media technology is deemed to be present at such 29
55	55	meeting or workshop. For the purpos e of this paragraph, the 30
56	56	communications media technology must allow for all persons 31
57	57	attending such public meeting or workshop to audibly 32
58	58	communicate, as would be allowed if they were physically 33
59	59	present. 34
60	60	(b) The notice for such a meeting or workshop must state 35
61	61	whether it will be conducted using communications media 36
62	62	technology, how an interested person may participate, and the 37
63	63	locations of any facilities where communications media 38
64	64	technology will be available. 39
65	65	(c) Any other laws applicable to public meeti ngs or 40
66	66	workshops conducted by means of communications media technology 41
67	67	must be liberally construed in their application to meetings and 42
68	68	workshops conducted as provided in this subsection. 43
69	69	Section 2. This act shall take effect upon becoming a law. 44
