2929 Be It Enacted by the Legislature of the State of Flor ida: 16

3131 Section 1. (1) This act may be cited as the "Brownfields 18
3232 to Brightfields Act." 19
3333 (2) The Florida Department of Environmental Protection, in 20
3434 coordination with the Office of Energy within the Department of 21
3535 Agriculture and Consumer Services, shall conduct a study of 22
3636 brownfield sites as defined in s. 288.107(1)(b) and closed 23
3737 landfill sites to determine viable sites for redevelopment as 24
3838 solar photovoltaic facilities. 25

5151 (3) The study must include, at a minimum: 26
5252 (a) A list of brownfield sites and closed landfill sites 27
5353 with potential for redevelopment as solar photovoltaic 28
5454 facilities, divided into high, medium, and low potential. The 29

5656 1. Site characteristics including physical, legal, and 31
5757 zoning barriers to redevelopment. 32
5858 2. Proximity to existing energy generation and 33
5959 transmission infrastructure. 34
6060 3. Proximity to current and projected population centers. 35
6161 4. Environmental justice considerations, including, but 36
6262 not limited to, the interim final recommendations of the 37
6363 National Environmental Justice Advisory Council dated May 13, 38

6565 (b) An assessment of the potential and logistics for solar 40
6666 energy generation from a diverse subset of high to medium 41
6767 potential sites for redevelopment, including a cost -benefit 42
6868 analysis. Potential sites must vary in lot size, geographic 43
6969 proximity to current and projected population centers, and 44
7070 geographic region. 45
7171 (c) An analysis of the potential costs and benefits of 46
7272 installing solar photovoltaic facilities to adjacent 47
7373 communities. 48
7474 (d) A list of recommended local and state policy changes 49
