A bill to be entitled 1 
An act relating to alcohol purchases by veterans' 2 
service organizations; amending s. 561.14, F.S.; 3 
revising limitations on purchases of alcoholic 4 
beverages by vendors from vendors to exclude purchases 5 
by certain veterans' service organizations; providing 6 
an effective date. 7

Be It Enacted by the Legislature of the State of Florida: 9 
 10 
 Section 1.  Subsection (3) of section 561.14, Florida 11 
Statutes, is amended to read: 12 
 561.14  License and registration classification. —Licenses 13 
and registrations referred to in the Beverage Law shall be 14 
classified as follows: 15 
 (3)  Vendors licensed to sell alcoholic beverages at retail 16 
only. No vendor shall purchase or acquire in any manner for the 17 
purpose of resale any alcoholic beverages from any person not 18 
licensed as a vendor, manufacturer, bottler, or distributor 19 
under the Beverage Law. Purchases of alcoholic beverages by 20 
vendors from vendors shall be strictly limited to purc hases 21 
between members of a pool buying group for which the initial 22 
purchase of the alcoholic beverages was ordered by a pool buying 23 
agent as a single transaction , or purchases by a division, 24 
department, post, or chapter of a veterans' service organization 25

granted a federal charter under Title 36, United States Code . No 26 
vendor shall be a member of more than one cooperative or pool 27 
buying group at any time. No vendor shall import, or engage in 28 
the importation of, any alcoholic beverages from places beyond 29 
the limits of the state. 30 
 Section 2.  This act shall take effect July 1, 2022. 31
