A bill to be entitled 1 
An act relating to soil and water conservation 2 
districts; creating s. 582.195, F.S.; requiring 3 
mandatory public meetings for the supervisors of soil 4 
and water conservation districts; creating s. 582.295, 5 
F.S.; providing for the automatic dissolution of soil 6 
and water conservation districts under certain 7 
conditions; providing for the transfer of the assets 8 
and liabilities of such districts to the Department of 9 
Agriculture and Consumer Services; exempting automatic 10 
dissolutions from specified provisions; dissolving the 11 
Baker Soil and Water Conservation District and the 12 
Martin Soil and Water Conservation District; 13 
transferring the assets and liabilities of such 14 
districts to the Department of Agriculture and 15 
Consumer Services; providing an effective date. 16

Be It Enacted by the Legislature of the State of Florida: 18 
 19 
 Section 1.  Section 582.195, Florida Statutes, is created 20 
to read: 21 
 582.195  Mandatory meeting of supervisors.-All five 22 
supervisors of the governing body of each district must meet at 23 
least once per calendar year in a public meeting pursuant to s. 24 
286.011. 25

 Section 2.  Section 582.295, Florida Statutes, is created 26 
to read: 27 
 582.295  Automatic dissolu tion of districts.- 28 
 (1)  If the governing body of a district fails to meet as 29 
required under s. 582.195, the district shall be automatically 30 
dissolved as of January 1 of the year immediately following the 31 
year in which the governing body failed to meet. A ll assets and 32 
liabilities of the district shall be transferred to the 33 
Department of Agriculture and Consumer Services. 34 
 (2)  Sections 189.076, 582.30, 582.31, and 582.32 do not 35 
apply to dissolution of a district under this section. 36 
 Section 3.  The Department of Economic Opportunity declared 37 
the Baker Soil and Water Conservation District inactive on 38 
August 3, 2020, and the Martin Soil and Water Conservation 39 
District inactive on March 17, 2020, therefore, the districts 40 
are hereby dissolved and all assets a nd liabilities of the 41 
districts are transferred to the Department of Agriculture and 42 
Consumer Services. 43 
 Section 4.  This act shall take effect July 1, 2022. 44
