25	25	to allow government-owned motor vehicles to be 12
26	26	equipped with a digital license plate in lieu of a 13
27	27	metal or paper license plate; requiring the department 14
28	28	to contract with two or more digital license plate 15
29	29	providers; providing requirements for implementing the 16
30	30	program; requiring the department to make certain 17
31	31	recommendations to the Legislature by specified dates; 18

35	35	Be It Enacted by the Legislature of the State of Florida: 22

37	37	Section 1. This act may be cited as the "License Plate 24
38	38	Modernization Act of 2022." 25

51	51	Section 2. Present subsection (6) of section 320.06, 26
52	52	Florida Statutes, is redes ignated as subsection (7), a new 27
53	53	subsection (6) is added to that section, and subsection (5) of 28
54	54	that section is amended, to read: 29
55	55	320.06 Registration certificates, license plates, and 30
56	56	validation stickers generally. — 31
57	57	(5) The department shall may conduct a pilot program to 32
58	58	evaluate the designs, concepts, and technologies for alternative 33
59	59	digital license plates as provided for in subsection (6) . For 34
60	60	purposes of the pilot program, the department shall investigate 35
61	61	the feasibility and use of alternative digital license plate 36
62	62	technologies that modernize license plates used in this state 37
63	63	and improve public safety, and the long-term cost impact to the 38
64	64	consumer. The pilot program shall be limited to license plates 39
65	65	that are used on government -owned motor vehicles as described in 40
66	66	s. 320.0655. Such license plates are exempt from the 41
67	67	requirements in paragraph (3)(a). 42
68	68	(6)(a) As used in this section, the term "digital license 43
69	69	plate" means an electronic display on a motor vehicle which is 44
70	70	designed to do all of the follow ing: 45
71	71	1. Display the information required to be included on a 46
72	72	metal or paper license plate. 47
73	73	2. Display safety alerts issued by a governmental entity, 48
74	74	including, but not limited to, emergency alerts, Amber Alerts, 49
75	75	and Silver Alerts. 50

88	88	3. Display static l ogos, including unique displays for 51
89	89	fleet license plates, digital versions of specialty license 52
90	90	plates, and special license plates. 53
91	91	4. Display the registration status of the motor vehicle to 54
92	92	which the plate is affixed. 55
93	93	5. Display any other information that the department, in 56
94	94	consultation with law enforcement agencies, determines may 57
95	95	improve public safety. 58
96	96	6. Integrate with current toll collection systems. 59
97	97	7. Connect with the Internet. 60
98	98	8. Incorporate geotracking and collision detection 61
99	99	technology. 62
100	100	9. Use a mobile application and integrate with the 63
101	101	department's information system for the purpose of renewing 64
102	102	digital license plate registrations. 65
103	103	(b) There is created within the department the Digital 66
104	104	License Plate Pilot Program. The purpose of the p rogram is to 67
105	105	evaluate the feasibility of using digital license plates 68
106	106	throughout this state. 69
107	107	(c) Beginning July 1, 2022, the department shall 70
108	108	administer the pilot program and allow government -owned motor 71
109	109	vehicles registered under this chapter to be equip ped with a 72
110	110	digital license plate in lieu of a metal or paper license plate 73
111	111	issued under this section. 74
112	112	(d) The department shall contract with two or more digital 75

125	125	license plate providers to participate in the pilot program. 76
126	126	(e) The pilot program must be implemented in at least two 77
127	127	geographic regions of this state, in at least one urban region 78
128	128	and one rural region, and use at least 25 digital license plates 79
129	129	in each region. 80
130	130	(f) At the conclusion of the pilot program, the department 81
131	131	shall make written reco mmendations to the President of the 82
132	132	Senate and the Speaker of the House of Representatives regarding 83
133	133	the implementation and use of digital license plates statewide 84
134	134	on government-owned and commercial motor vehicles by July 1, 85
135	135	2023; on for-hire vehicles by July 1, 2024; and on all motor 86
136	136	vehicles by July 1, 2025. 87
137	137	(g) The department may adopt rules to implement this 88
138	138	subsection. 89
139	139	Section 3. This act shall take effect upon becoming a law. 90
