3737 Section 1. This act may be cited as the "License Plate 24
3838 Modernization Act of 2022." 25

5151 Section 2. Present subsection (6) of section 320.06, 26
5252 Florida Statutes, is redes ignated as subsection (7), a new 27
5353 subsection (6) is added to that section, and subsection (5) of 28
5454 that section is amended, to read: 29

5757 (5) The department shall may conduct a pilot program to 32
5858 evaluate the designs, concepts, and technologies for alternative 33
5959 digital license plates as provided for in subsection (6) . For 34
6060 purposes of the pilot program, the department shall investigate 35
6161 the feasibility and use of alternative digital license plate 36
6262 technologies that modernize license plates used in this state 37
6363 and improve public safety, and the long-term cost impact to the 38
6464 consumer. The pilot program shall be limited to license plates 39
6565 that are used on government -owned motor vehicles as described in 40
6666 s. 320.0655. Such license plates are exempt from the 41
6767 requirements in paragraph (3)(a). 42
6868 (6)(a) As used in this section, the term "digital license 43
6969 plate" means an electronic display on a motor vehicle which is 44
7070 designed to do all of the follow ing: 45
7171 1. Display the information required to be included on a 46
7272 metal or paper license plate. 47
7373 2. Display safety alerts issued by a governmental entity, 48
7474 including, but not limited to, emergency alerts, Amber Alerts, 49
7575 and Silver Alerts. 50

8989 fleet license plates, digital versions of specialty license 52

103103 (b) There is created within the department the Digital 66
104104 License Plate Pilot Program. The purpose of the p rogram is to 67
105105 evaluate the feasibility of using digital license plates 68
106106 throughout this state. 69
107107 (c) Beginning July 1, 2022, the department shall 70
108108 administer the pilot program and allow government -owned motor 71
109109 vehicles registered under this chapter to be equip ped with a 72
110110 digital license plate in lieu of a metal or paper license plate 73
111111 issued under this section. 74
112112 (d) The department shall contract with two or more digital 75

125125 license plate providers to participate in the pilot program. 76
126126 (e) The pilot program must be implemented in at least two 77
127127 geographic regions of this state, in at least one urban region 78
128128 and one rural region, and use at least 25 digital license plates 79
129129 in each region. 80
130130 (f) At the conclusion of the pilot program, the department 81
131131 shall make written reco mmendations to the President of the 82
132132 Senate and the Speaker of the House of Representatives regarding 83
133133 the implementation and use of digital license plates statewide 84
134134 on government-owned and commercial motor vehicles by July 1, 85
135135 2023; on for-hire vehicles by July 1, 2024; and on all motor 86
136136 vehicles by July 1, 2025. 87
137137 (g) The department may adopt rules to implement this 88
138138 subsection. 89
139139 Section 3. This act shall take effect upon becoming a law. 90
