2626 Be It Enacted by the Legislature of the State of Florida: 13

2828 Section 1. Subsection (2) of section 403.7032, Florida 15
2929 Statutes, is amended to read: 16
3030 403.7032 Recycling. — 17
3131 (2)(a) By the year 2020, the long -term goal for the 18
3232 recycling efforts of state and local governmental entities, 19
3333 private companies and organizations, and the general public is 20
3434 to recycle at least 75 percent of the municipal solid waste that 21
3535 would otherwise be disposed of in waste management facilities, 22
3636 landfills, or incineration facilities. However, any solid waste 23
3737 used for the production of renewable energy shall count toward 24
3838 the long-term recycling goal as set forth in this part. 25

5151 (b) The Department of Environmental Protection shall 26
5252 conduct a study on the establishment of a new long -term 27
5353 recycling goal for state and local governmental entities, 28
5454 private companies and organizations, and the general public to 29
5555 be achieved by the year 2030. 30
5656 1. The study must: 31
5757 a. Provide an update on the progress that was made in 32
5858 reaching the goal established by paragraph (a) for the year 33
5959 2020, including any challenges experienced or successes achieved 34
6060 in reaching that goal; 35
6161 b. Update any data compiled by the department in 36
6262 establishing the 2020 goal; and 37
6363 c. Consider successful recycling programs in other states 38
6464 and provide recommendations for the implementation of such 39
6565 policies in this state. 40
6666 2. Upon completion of the study, the department shall 41
6767 submit a report of the results of the study and any policy 42
6868 recommendations to the Governor, the President of the Senate, 43
6969 and the Speaker of the House of Representatives. 44
7070 Section 2. This act shall take effect July 1, 2022. 45
