18	18	to conduct a study on the establishment of a new long -5
19	19	term, statewide recycling goal; providing requirements 6
20	20	for the study; requiring the department to submit a 7
21	21	report of the results of the study and any policy 8
22	22	recommendations to the Governor and the Legisla ture 9
23	23	upon completion of the study; providing an effective 10
24	24	date. 11

26	26	Be It Enacted by the Legislature of the State of Florida: 13

28	28	Section 1. Subsection (2) of section 403.7032, Florida 15
29	29	Statutes, is amended to read: 16
30	30	403.7032 Recycling. — 17
31	31	(2)(a) By the year 2020, the long -term goal for the 18
32	32	recycling efforts of state and local governmental entities, 19
33	33	private companies and organizations, and the general public is 20
34	34	to recycle at least 75 percent of the municipal solid waste that 21
35	35	would otherwise be disposed of in waste management facilities, 22
36	36	landfills, or incineration facilities. However, any solid waste 23
37	37	used for the production of renewable energy shall count toward 24
38	38	the long-term recycling goal as set forth in this part. 25

51	51	(b) The Department of Environmental Protection shall 26
52	52	conduct a study on the establishment of a new long -term 27
53	53	recycling goal for state and local governmental entities, 28
54	54	private companies and organizations, and the general public to 29
55	55	be achieved by the year 2030. 30
56	56	1. The study must: 31
57	57	a. Provide an update on the progress that was made in 32
58	58	reaching the goal established by paragraph (a) for the year 33
59	59	2020, including any challenges experienced or successes achieved 34
60	60	in reaching that goal; 35
61	61	b. Update any data compiled by the department in 36
62	62	establishing the 2020 goal; and 37
63	63	c. Consider successful recycling programs in other states 38
64	64	and provide recommendations for the implementation of such 39
65	65	policies in this state. 40
66	66	2. Upon completion of the study, the department shall 41
67	67	submit a report of the results of the study and any policy 42
68	68	recommendations to the Governor, the President of the Senate, 43
69	69	and the Speaker of the House of Representatives. 44
70	70	Section 2. This act shall take effect July 1, 2022. 45
