59 | 59 | | state's economy, environment, and natural resources, including 34 |
---|
60 | 60 | | making significant environmental contributions to water quality 35 |
---|
61 | 61 | | and quantity, air purification, carbon sequestration, coastal 36 |
---|
62 | 62 | | resilience, and habitat for threatened and endan gered wildlife 37 |
---|
63 | 63 | | species. 38 |
---|
64 | 64 | | (b) The continued expansion of urban and coastal areas has 39 |
---|
65 | 65 | | increased pressure on the agriculture and timber industries, and 40 |
---|
66 | 66 | | in recent years there has been a significant decrease in 41 |
---|
67 | 67 | | agricultural and timber acreage. 42 |
---|
68 | 68 | | (c) Water quality and quantity problems in this state's 43 |
---|
69 | 69 | | coastal waters have harmed the aquaculture industry, 44 |
---|
70 | 70 | | specifically shellfish farming. Filter feeder shellfish, such as 45 |
---|
71 | 71 | | oysters, hard clams, and sunray venus clams, are beneficial to 46 |
---|
72 | 72 | | this state's imperiled seagrass. 47 |
---|
73 | 73 | | (d) To ensure healthy and sustainable agriculture, 48 |
---|
74 | 74 | | shellfish aquaculture, and timber industries, a cost -share 49 |
---|
75 | 75 | | program is necessary to provide incentives to the owners within 50 |
---|

91 | 91 | | habitat for threatened and endangered wildlife species. 54 |
---|
92 | 92 | | (2) A cost-share program is established within the 55 |
---|
93 | 93 | | Department of Agriculture and Consumer Services. S ubject to the 56 |
---|
94 | 94 | | appropriation of funds by the Legislature, the program shall 57 |
---|
95 | 95 | | reimburse the owners of agriculture, shellfish aquaculture, and 58 |
---|
96 | 96 | | timber operations for up to 75 percent of the value of the 59 |
---|
97 | 97 | | environmental resources and services provided by such 60 |
---|
98 | 98 | | industries. 61 |
---|
99 | 99 | | (3) The department shall do all of the following: 62 |
---|
100 | 100 | | (a) In consultation with the Florida Sea Grant and the 63 |
---|
101 | 101 | | University of Florida Institute of Food and Agricultural 64 |
---|
102 | 102 | | Sciences, conduct a study to determine the value of 65 |
---|
103 | 103 | | environmental services, such a s water recharge, stormwater 66 |
---|
104 | 104 | | filtration, wildlife habitat, carbon sequestration, nutrient 67 |
---|
105 | 105 | | remediation, coastal resilience and flood protection, and air 68 |
---|
106 | 106 | | quality benefits, provided by the agriculture, shellfish 69 |
---|
107 | 107 | | aquaculture, and timber industries. 70 |
---|
108 | 108 | | (b) In cooperation with the University of Florida 71 |
---|
109 | 109 | | Shellfish Aquaculture Research and Extension Program, the 72 |
---|
110 | 110 | | Wakulla Environmental Institute, and the Florida Agricultural 73 |
---|
111 | 111 | | and Mechanical University College of Agriculture and Food 74 |
