26	26	Be It Enacted by the Legislature of the State of Florida: 13
27	27	14
28	28	Section 1. Section 334.066, Florida Statutes, is created 15
29	29	to read: 16
30	30	334.066 Implementing Solutions from Transpor tation 17
31	31	Research and Evaluating Emerging Technologies Living Lab. — 18
32	32	(1) The Implementing Solutions from Transportation 19
33	33	Research and Evaluating Emerging Technologies Living Lab (I -20
34	34	STREET) is established within the University of Florida. 21
35	35	(2) At a minimum, I-STREET shall: 22
36	36	(a) Conduct and facilitate research on issues related to 23
37	37	innovative transportation mobility and safety technology 24
38	38	development and deployment in this state and serve as an 25

51	51	information exchange and depository for the most current 26
52	52	information pertaining to transportation research, education, 27
53	53	workforce development, and related issues. 28
54	54	(b) Be a continuing resource for the Legislature, the 29
55	55	department, local governments, the nation's metropolitan 30
56	56	regions, and the private sector in the area of t ransportation 31
57	57	and related research. 32
58	58	(c) Promote intercampus transportation and related 33
59	59	research activities among Florida universities to enhance the 34
60	60	ability of these universities to attract federal and private 35
61	61	sector funding for transportation and relate d research. 36
62	62	(d) Provide by July 1, 2023, and each July 1 thereafter, 37
63	63	to the Governor, the President of the Senate, and the Speaker of 38
64	64	the House of Representatives a comprehensive report that 39
65	65	outlines its clearly defined goals and its efforts and progress 40
66	66	on reaching those goals. 41
67	67	(3) An advisory board shall be created to periodically 42
68	68	review and advise I-STREET concerning its research program. The 43
69	69	board shall consist of nine members with expertise in 44
70	70	transportation-related areas, as follows: 45
71	71	(a) A member appointed by the President of the Senate. 46
72	72	(b) A member appointed by the Speaker of the House of 47
73	73	Representatives. 48
74	74	(c) The Secretary of Transportation or his or her 49
75	75	designee. 50

88	88	(d) The Secretary of Economic Opportunity or his or her 51
89	89	designee. 52
90	90	(e) A member of the Florida Transportation Commission. 53
91	91	(f) Four members nominated by the University of Florida's 54
92	92	College of Engineering and approved by the university's 55
93	93	president. The College of Engineering's nominees may include 56
94	94	representatives of the Univers ity of Florida, other academic and 57
95	95	research institutions, or private entities. 58
96	96	Section 2. This act shall take effect July 1, 2022. 59
