House Joint Resolution 1 
A joint resolution proposing an amendment to Section 3 2 
of Article XI of the State Constitution to limit 3 
revisions or amendments of the State Constitution by 4 
citizen initiative to matters relating to procedural 5 
subjects or to the structure of the government or of 6 
the State Constitution. 7 
 8 
Be It Resolved by the Legislature of the State of Florida: 9 
 10 
 That the following amendment to Section 3 of Article XI of 11 
the State Constitution is agreed to and shall be submitted to 12 
the electors of this state for approval or rejection at the next 13 
general election or at an earlier special election specifically 14 
authorized by law for that purpose: 15 
ARTICLE XI 16 
AMENDMENTS 17 
 SECTION 3.  Initiative.—The power to propose the revision 18 
or amendment of any portion or portions of this constitution by 19 
initiative is reserved to the people, provided that, any such 20 
revision or amendment, except for those limiting the power of 21 
government to raise revenue, shall embrace but one subject and 22 
matter directly connected therewith and shall be limited to 23 
matters relating to procedural subjects or to the structure of 24 
the government or of this constitution . It may be invoked by 25

filing with the custodia n of state records a petition containing 26 
a copy of the proposed revision or amendment, signed by a number 27 
of electors in each of one half of the congressional districts 28 
of the state, and of the state as a whole, equal to eight 29 
percent of the votes cast in each of such districts respectively 30 
and in the state as a whole in the last preceding election in 31 
which presidential electors were chosen. 32 
 BE IT FURTHER RESOLVED that the following statement be 33 
placed on the ballot: 34

revisions or amendments of the State Constitution by citizen 40 
initiative to matters relating to procedural subjects or the 41 
structure of the government or of the State Constitution. 42
