3030 Section 1. Per- and Polyfluoroalkyl Substances (PFAS) Task 17
3131 Force.— 18
3232 (1) The PFAS Task Force is created within the Department 19
3333 of Environmental Protection. The task force is composed of the 20
3434 following 16 members: 21
3535 (a) One representative from each of the follo wing state 22

8888 membership. Except as otherwise provided, th e task force shall 51
8989 operate in a manner consistent with s. 20.052, Florida Statutes. 52
9090 (3) The task force shall meet as necessary, but at least 53
9191 quarterly, and may conduct its meetings through teleconferencing 54
9292 or other similar means. 55
9393 (4) Members of the tas k force are entitled to receive 56
9494 reimbursement for per diem and travel expenses, pursuant to s. 57
9595 112.061, Florida Statutes, for service on the task force. 58
9696 (5) The task force shall develop recommendations for all 59
9797 of the following: 60
9898 (a) Enforceable regulato ry standards for PFAS in drinking 61
9999 water, groundwater, and soil. 62
100100 (b) A mechanism for the identification and cleanup of 63
101101 contaminated areas. 64
102102 (c) Methods to address liability for contamination and 65
103103 financial responsibility for cleanup. 66
104104 (d) Appropriate methods and technologies, considering 67
105105 cost, for cleanup and treatment of PFAS contamination. 68
106106 (e) Funding sources and mechanisms for prioritizing the 69
107107 distribution of funds for cleanup and remediation of PFAS 70
108108 contamination. 71
109109 (f) Methods to manage waste containing PFAS to prevent 72
110110 possible release or discharge into the environment which could 73
111111 cause contamination of drinking water, groundwater, and soil. 74
112112 (g) Appropriate testing for and monitoring of PFAS in 75

127127 (h) Methods to eliminate workplace exposure within the 78
128128 manufacturing and firefighting industries. 79
129129 (6) The department shall provide staff to assist the task 80
130130 force in performing its duties. 81
131131 (7) The task force shall convene no later than October 1, 82
132132 2022. The task force shall submit an annual report on its 83
133133 progress and findings to the Governor, the President of the 84
134134 Senate, and the Speaker of the House of Representatives by each 85
135135 October 1, beginning in 2023. I n addition to the recommendations 86
136136 required by subsection (5), the report must also include the 87
137137 following information: 88
138138 (a) The current science on PFAS, including harmful levels 89
139139 and ingestion and exposure routes, with particular attention to 90
140140 significant developments. 91
141141 (b) Geographic areas with particularly high levels of 92
142142 contamination identified in this state. 93
143143 (c) Past and present actions by the state and federal 94
144144 government to address PFAS. 95
145145 (8) This section is repealed on July 1, 2026. 96
146146 Section 2. This act shall take effect July 1, 2022. 97
