2626 Be It Enacted by the Legislature of the State of Florida: 13

2828 Section 1. Energy Equity Task Force. — 15
2929 (1) The Energy Equity Task Force, a task force as defined 16
3030 in s. 20.03(8), Florida Stat utes, is created adjunct to the 17
3131 Department of Agriculture and Consumer Services to provide 18
3232 recommendations for fostering a fair and equitable transition of 19
3333 this state's energy infrastructure to renewable energy 20
3434 technologies within minority, underserved, ru ral, and low-income 21
3535 communities. The task force shall comply with the requirements 22
3636 of s. 20.052, Florida Statutes. 23
3737 (2) The task force shall consist, at a minimum, of the 24
3838 following 11 members who reflect the ethnic and gender diversity 25

5252 (a) The following private citizen members appointed by the 27

5454 1. Four representatives from minority, underserved, rural, 29
5555 or low-income communities from different regions of this state. 30

5757 3. At least two energy industry liaisons. 32
5858 4. At least one representative from a statewide 33
5959 environmentally focused group. 34
6060 (b) One member appointed by the President of the Senate. 35
6161 (c) One member appointed by the Speaker of the House of 36

6363 (3) The task force shall: 38
6464 (a) Recommend appropriate policies, including any 39
6565 necessary statutory changes, for the equitable siting of energy 40
6666 infrastructure throughout this state, including, but not limited 41
6767 to: 42
6868 1. The siting of utility -scale solar arrays in 43
6969 nonresidential neighborhoods, nonrural residential communities, 44
7070 and rural communities; and 45
7171 2. The siting of industrial solar array facility sites in 46
7272 a manner compatible with county or municipality comprehen sive 47
7373 plans. 48
7474 (b) Examine strategies to assist minority, underserved, 49
7575 rural, and low-income communities in transitioning to energy 50

9191 (4) The department shall provide staffing and 54
9292 administrative support to the task force in performing its 55

9494 (5) The task force shall submit an interim report of its 57
9595 recommendations to the Governor, the Commissioner of 58
9696 Agriculture, the President of the Senate, and the Speaker of the 59
9797 House of Representatives by September 30, 2023. 60
9898 (6) This section expires July 1, 2025. 61
9999 Section 2. This act shall take effect July 1, 2022. 62
