5959 Be It Enacted by the Legislature of the State of Florida: 34

6161 Section 1. This act may be cited as th e "Hunger-Free 36
6262 Campus Act." 37
6363 Section 2. Section 1004.092, Florida Statutes, is created 38
6464 to read: 39
6565 1004.092 Hunger-Free Campus Grant Program. — 40
6666 (1) For purposes of this section, the term: 41
6767 (a) "Commissioner" means the Commissioner of Agriculture. 42
6868 (b) "Department" means the Department of Agriculture and 43
6969 Consumer Services. 44
7070 (2) The Hunger-Free Campus Grant Program is established 45
7171 within the department. The purpose of the program is to support 46
7272 efforts to fight hunger on the campuses of public postseconda ry 47
7373 educational institutions. 48
7474 (3) The commissioner shall annually designate as Hunger -49

8989 specified in subsection (4). The designation remains in place 52
9090 until the commissioner makes a determination that a campus is no 53
9191 longer eligible and revokes the designation. 54
9292 (4)(a) The administration of a public postsecondary 55
9393 educational institution that awards baccalaureate or higher 56
9494 degrees must do all of the following for the campus to be 57
9595 eligible to participate in the program: 58
9696 1. Establish a hunger task force, which includes 59
9797 representatives from the student body and which meets a minimum 60
9898 of three times each academic year, to set a minimum of two 61
9999 annual goals to address hunger on campus, each with an action 62
100100 plan. 63
101101 2. Designate a staff member responsible for assisting 64
102102 students with enrollment in the Supplemental Nutrition 65
103103 Assistance Program (SNAP) as defined in s. 414.456(1). 66
104104 3. Provide options for students to use SNAP benefits at 67
105105 campus stores or provide students with information on 68
106106 establishments in the area surrounding the campus where they can 69
107107 use SNAP electronic benefits transfer cards. 70
108108 4. Host an activity or event duri ng Hunger and 71
109109 Homelessness Awareness Week to promote awareness of hunger on 72
110110 this nation's campuses. 73
111111 5. Provide at least one physical food pantry on campus or 74
112112 enable students to receive food at no cost through a separate, 75

125125 stigma-free process. The campus m ay partner with a local food 76
126126 bank or food pantry to meet this requirement. 77
127127 6. Develop a student meal credit donation program or 78
128128 designate a certain amount of funds for free food vouchers which 79
129129 might otherwise be raised through such a program. 80
130130 7. Annually conduct a student survey on hunger, developed 81
131131 by the department, and submit the results of the survey and a 82
132132 best practices campus profile to the department at a date 83
133133 prescribed by the department for inclusion in a comparative 84
134134 profile of each campus desi gnated as a Hunger-Free Campus. 85
135135 (b) The administration of a public postsecondary 86
136136 educational institution that awards degrees no higher than an 87
137137 associate degree must meet the requirements of subparagraphs 88
138138 (a)1., 2., 4., 5., and 7. for the campus to be eli gible for 89
139139 participation in the program. 90
140140 (5)(a) Subject to the appropriation of funds by the 91
141141 Legislature, the commissioner shall award grants on a 92
142142 competitive basis to public postsecondary educational 93
143143 institutions that have one or more campuses designated as a 94
144144 Hunger-Free Campus. 95
145145 (b) The commissioner shall determine the amount of each 96
146146 grant, prioritizing grants made to public postsecondary 97
147147 educational institutions with the highest percentages of 98
148148 eligible Pell Grant recipients enrolled in the student body . 99
149149 (c) Grants awarded pursuant to this subsection must be 100

171171 (d) Grant recipients shall submit a report to the 110
172172 department, in the manner the department prescribes, which 111
173173 describes how grant awards were used. 112
174174 (6) The commissioner shall submit a report on the program 113
175175 to the Governor, the President of the Senate, and the Speaker of 114
176176 the House of Representatives by July 1, 2024. The report must 115
177177 include, but need not be limite d to, the number and amounts of 116
178178 grants awarded; the impact of the program on establishing 117
179179 Hunger-Free Campuses at public postsecondary educational 118
180180 institutions; the impact of the program on reducing the number 119
181181 of students experiencing food insecurity; and recommendations 120
182182 regarding funding for the program. 121
183183 (7) The department shall adopt rules to implement the 122
184184 program. 123
185185 Section 3. This act shall take effect July 1, 2022. 124
