House Memorial 1 
A memorial to the Congress of the United States, 2 
urging Congress to revise federal firearms laws to 3 
allow persons who are prescribed medical marijuana to 4 
be permitted to purchase firearms. 5 
 6 
 WHEREAS, in 2017, an ad hoc committee of the National 7 
Academies of Sciences, Engineering, and Medicine released a 8 
report titled "The Health Effects of Cannabis and Cannabinoids: 9 
The Current State of Evidence and Recommendations for Research," 10 
and 11 
 WHEREAS, the report found substantial, conclusive evidence 12 
that cannabis and cannabinoids are effective for the treatment 13 
of chronic pain and chemotherapy -induced nausea and vomiting and 14 
for improving multiple sclerosis spasticity sympt oms, and 15 
 WHEREAS, the report found evidence that cannabis and 16 
cannabinoids are effective for relieving symptoms of other 17 
diseases and conditions such as weight loss associated with 18 
HIV/AIDS, obstructive sleep apnea, and fibromyalgia, and 19 
 WHEREAS, some studies suggest that the use of prescribed 20 
medical cannabis has fewer, less severe side effects than 21 
prescription medications, and 22 
 WHEREAS, there are an estimated 3.6 to 5.5 million medical 23 
cannabis patients in the United States, and 24  

 WHEREAS, according to the National Conference of State 25 
Legislatures, 36 states and four United States territories allow 26 
medical use of cannabis products, NOW, THEREFORE, 27 
 28 
Be It Resolved by the Legislature of the State of Florida: 29 
 30 
 That the Congress of the United States is urged to revise 31 
federal firearms laws to allow persons who are prescribed 32 
medical marijuana to be permitted to purchase firearms and that 33 
the Bureau of Alcohol, Tobacco, Firearms and Explosives' ATF 34 
Form 4473, Firearms Transaction Record (Form 4473), be re vised 35 
to reflect this. 36 
 BE IT FURTHER RESOLVED that copies of this memorial be 37 
dispatched to the President of the United States, to the 38 
President of the United States Senate, to the Speaker of the 39 
United States House of Representatives, and to each member of 40 
the Florida delegation to the United States Congress. 41
