16	16	directive of the Legislature in section 9 of chapter 5
17	17	2012-116, Laws of Florida, codified as section 6
18	18	11.242(5)(j), Florida Statutes, to prepare a reviser's 7
19	19	bill to omit all statutes and laws, or parts thereof, 8
20	20	which grant duplicative, redundant, or unused 9
21	21	rulemaking authority; providing an effective date. 10

23	23	Be It Enacted by the Legislature of the State of Florida: 12

25	25	Section 1. Subsection (5) of section 267.1736, Florida 14
26	26	Statutes, is amended to read: 15
27	27	267.1736 Direct-support organization. — 16
28	28	(5) The university shall establish policies and may adopt 17
29	29	rules pursuant to s. 1004.28 prescribing the procedures by which 18
30	30	the direct-support organization is governed and any conditions 19
31	31	with which a direct-support organization must comply to use 20
32	32	property, facilities , or personal services of the university. 21
33	33	Section 2. Paragraph (c) of subsection (2) of section 22
34	34	341.822, Florida Statutes, is amended to read: 23

47	47	(c) The enterprise shall establish a process to issue 26
48	48	permits to railroad companies for the construction of 27
49	49	communication facilities within a new or existing public or 28
50	50	private high-speed rail system. The enterprise may adopt rules 29
51	51	to administer such permits, including rules regarding the form, 30
52	52	content, and necessary supporting documentation for permit 31
53	53	applications; the process for submitting applications; and the 32
54	54	application fee for a permit under s. 341.825. The enterprise 33
55	55	shall provide a copy of a completed permit application to 34
56	56	municipalities and counties where the high -speed rail system 35
57	57	will be located. The enterprise shall allow each such 36
58	58	municipality and county 30 days to provide comments to the 37
59	59	enterprise regarding the application, including any 38
60	60	recommendations regarding conditions that may be placed on the 39
61	61	permit. 40
62	62	Section 3. Paragraphs (f) and (g) of subsection (7) of 41
63	63	section 341.840, Florida Statutes, are amended to read: 42

66	66	(f) The enterprise may adopt rules governing the 45
67	67	application process for exemption of a contractor as an 46
68	68	authorized agent of the enterprise. 47
69	69	(g) The Department of Revenue may adopt rules governing 48
70	70	the issuance and form of high -speed rail system exemption 49
71	71	permits, the audit of contractors and subcontractors using such 50

82	82	permits, the recapture of taxes on nonqualified p urchases, and 51
83	83	the manner and form of refund applications. 52
84	84	Section 4. Subsection (2) of section 475.631, Florida 53
85	85	Statutes, is amended to read: 54
86	86	475.631 Nonresident licenses and certifications. — 55
87	87	(2) All nonresident applicants, certified appraisers, and 56
88	88	licensees shall comply with all requirements of board rules and 57
89	89	this part. The board may adopt rules pursuant to ss. 120.536(1) 58
90	90	and 120.54 necessary for the regulation of nonresident certified 59
91	91	appraisers and licensees. 60
92	92	Section 5. Subsection (11) of section 482.0815, Florida 61
93	93	Statutes, is amended to read: 62

96	96	(11) The department shall adopt rules necessary to 65
97	97	administer this section. 66
98	98	Section 6. Subsection (12) of section 497.150, Florida 67

101	101	(12) The department may adopt rules pursuant to ss. 70
102	102	120.536(1) and 120.54 for the implementation of this section. 71
