Florida Senate - 2022 CS for SB 652 By the Committee on Children, Families, and Elder Affairs; and Senator Cruz 586-02802-22 2022652c1 1 A bill to be entitled 2 An act relating to human trafficking public awareness 3 signs; amending s. 787.29, F.S.; requiring the 4 employer of each athletic venue, entertainment venue, 5 and convention center with a certain capacity to 6 display a human trafficking public awareness sign in a 7 conspicuous location that is clearly visible to the 8 public and employees; defining the term entertainment 9 venue; providing a noncriminal violation; making 10 technical changes; providing an effective date. 11 12 Be It Enacted by the Legislature of the State of Florida: 13 14 Section 1.Section 787.29, Florida Statutes, is amended to 15 read: 16 787.29Human trafficking public awareness signs. 17 (1)The Department of Transportation shall display a public 18 awareness sign developed under this section subsection (4) in 19 every rest area, turnpike service plaza, weigh station, primary 20 airport, passenger rail station, and welcome center in the state 21 which is open to the public. 22 (2)Emergency rooms shall display a public awareness sign 23 developed under this section subsection (4) in the emergency 24 rooms at general acute care hospitals. 25 (3)(a)The employer at each of the following establishments 26 shall display a public awareness sign developed under this 27 section subsection (4) in a conspicuous location that is clearly 28 visible to the public and employees of the establishment: 29 1.(a)A strip club or other adult entertainment 30 establishment. 31 2.(b)A business or establishment that offers massage or 32 bodywork services for compensation and that is not owned by a 33 health care practitioner regulated pursuant to chapter 456 and 34 defined in s. 456.001. 35 3.Each athletic venue, entertainment venue, and convention 36 center capable of accommodating 5,000 or more persons. For 37 purposes of this subparagraph, the term entertainment venue 38 means any public facility that offers services or holds events, 39 performances, or activities for enjoyment or amusement and is 40 used for commercial or industrial purposes and that does not 41 include overnight lodging or casinos but may include performing 42 arts centers, arenas, racetracks, coliseums, auditoriums, theme 43 or amusement parks, museums, cultural complexes, or other 44 similar facilities. 45 (b)A county commission may adopt an ordinance to enforce 46 this subsection. A violation of this subsection is a noncriminal 47 violation and is punishable only by a fine as provided in s. 48 775.083. 49 (4)The required public awareness sign must be at least 8.5 50 inches by 11 inches in size, must be printed in at least a 16 51 point type, and must state substantially the following in 52 English and Spanish: 53 54 If you or someone you know is being forced to engage 55 in an activity and cannot leavewhether it is 56 prostitution, housework, farm work, factory work, 57 retail work, restaurant work, or any other activity 58 call the National Human Trafficking Resource Center at 59 1-888-373-7888 or text INFO or HELP to 233-733 to 60 access help and services. Victims of slavery and human 61 trafficking are protected under United States and 62 Florida law. 63 64 (5)The county commission may adopt an ordinance to enforce 65 subsection (3). A violation of subsection (3) is a noncriminal 66 violation and punishable by a fine only as provided in s. 67 775.083. 68 Section 2.This act shall take effect July 1, 2022.
