An act relating to 911 public safety 2 
telecommunicators; amending s. 112.1815, F.S.; 3 
revising the definition of the term "first responder" 4 
to include 911 public safety telecommunicators; 5 
amending s. 401.465, F.S.; revising the criteria and 6 
number of hours of training required for 911 public 7 
safety telecommunicator certification; providing an 8 
effective date. 9

Be It Enacted by the Legislature of the State of Flo rida: 11 
 12 
 Section 1.  Subsection (1) of section 112.1815, Florida 13 
Statutes, is amended to read: 14 
 112.1815  Firefighters, paramedics, emergency medical 15 
technicians, and law enforcement officers , and 911 public safety 16 
telecommunicators; special provisions fo r employment-related 17 
accidents and injuries. — 18 
 (1)  The term "first responder" as used in this section 19 
means a law enforcement officer as defined in s. 943.10, a 20 
firefighter as defined in s. 633.102, or an emergency medical 21 
technician or paramedic as defin ed in s. 401.23, or a 911 public 22 
safety telecommunicator as defined in s. 401.465 employed by 23 
state or local government. A volunteer law enforcement officer, 24 
firefighter, or emergency medical technician or paramedic , or 25

911 public safety telecommunicator engaged by the state or a 26 
local government is also considered a first responder of the 27 
state or local government for purposes of this section. 28 
 Section 2.  Paragraph (d) of subsection (1) of section 29 
401.465, Florida Statutes, is amended to read: 30 
 401.465  911 public safety telecommunicator certification. — 31 
 (1)  DEFINITIONS.—As used in this section, the term: 32 
 (d)  "Public safety telecommunication training program" 33 
means a 911 emergency public safety telecommunication training 34 
program that the department de termines to be equivalent to the 35 
public safety telecommunication training program curriculum 36 
framework developed by the Department of Education and consists 37 
of not less than 238 232 hours, of which at least 6 hours must 38 
be telecommunicator cardiopulmonary resuscitation training . 39 
 Section 3.  This act shall take effect July 1, 2023. 40
