2626 Be It Enacted by the Legislature of the State of Florida: 13

2828 Section 1. Energy Transition Task Force. — 15
2929 (1) The Energy Transition Task Force, a task force as 16
3030 defined in s. 20.03(8), Flor ida Statutes, is created adjunct to 17
3131 the Department of Agriculture and Consumer Services to provide 18
3232 recommendations for fostering a fair and equitable transition of 19
3333 the state's energy infrastructure to renewable energy 20
3434 technologies within minority, underser ved, rural, and low-income 21
3535 communities. The task force shall comply with the requirements 22
3636 of s. 20.052, Florida Statutes. 23
3737 (2) The task force shall consist, at a minimum, of the 24
3838 following 11 members who reflect the ethnic and gender diversity 25

6767 (a) Recommend appropriate policies, including any 42
6868 necessary statutory changes, for the equitable siting of energy 43
6969 infrastructure throughout the state, including, but not limited 44

7171 1. The siting of utility -scale solar arrays in 46
7272 nonresidential neighborhoods, nonrural residential communities, 47

7474 2. The siting of industrial solar array facility sites in 49

8989 (b) Examine strategies to assist minority, underserved, 52
9090 rural, and low-income communities in transitioning to energy 53
9191 efficiency, including energy -efficient appliances, 54
9292 weatherization, and other methods, to benefit from lower energy 55

9494 (4) The department shall provide staffing and 57
9595 administrative support to the task force in performing its 58
9696 duties. 59
9797 (5) The task force shall submit a report of its 60
9898 recommendations to the Governor, the Commissioner of 61
9999 Agriculture, the President of the Senate, and the Speaker of the 62
100100 House of Representatives by September 30, 2024, and this section 63
101101 shall expire upon submission of th e report. 64
102102 Section 2. This act shall take effect July 1, 2023. 65
