A bill to be entitled 1 
An act relating to mangrove replanting and 2 
restoration; amending s. 403.9324, F.S.; requiring the 3 
Department of Environmental Protection to adopt rules 4 
for mangrove replanting and restoration; providing 5 
requirements for the rules; providing an effective 6 
date. 7

Be It Enacted by the Legislature of the State of Florida: 9 
 10 
 Section 1.  Subsection (7) is added to section 403.9324, 11 
Florida Statutes, to read: 12 
 403.9324  Mangrove protection rule; delegation of mangrove 13 
protection to local governments. — 14 
 (7)  The department shall adopt rules for mangrove 15 
replanting and restoration. The rules must do all of the 16 
following: 17 
 (a)  Address significant erosion in areas of critical state 18 
concern. 19 
 (b)  Protect barrier and spoil islands. 20 
 (c)  Assist Everglades restoration and Biscayne Bay 21 
revitalization efforts, including the development of living 22 
shoreline design options for the Biscayne Bay Aquatic Preserve 23 
which are ecologically acceptable and consistent with s. 24

 (d)  Promote public awareness of the value of mangroves 26 
statewide and support mangrove education campaigns conducted by 27 
local governmental entities. 28 
 (e)  Identify vulnerable public and private propert ies 29 
along the coastline and encourage partnerships with local 30 
governmental entities to create local mangrove protection and 31 
restoration zone programs for implementing the rules developed 32 
by the department pursuant to this subsection. 33 
 Section 2.  This act shall take effect July 1, 2023. 34
