15	15	An act relating to specialty license plates; amending 2
16	16	s. 320.08058, F.S.; directing the Department of 3
17	17	Highway Safety and Motor Vehicles to develop a Recycle 4
18	18	Florida license plate and a Florida Association of 5
19	19	Realtors license plate; providing for distribution and 6
20	20	use of fees collected from the sale of the plates; 7
21	21	providing an effective date. 8

23	23	Be It Enacted by the Legislature of the State of Florida: 10

25	25	Section 1. Subsections (127) and (128) are added to 12
26	26	section 320.08058, Florida Statutes, to read: 13
27	27	320.08058 Specialty license plates. — 14
28	28	(127) RECYCLE FLORIDA LICENSE PLATES. — 15
29	29	(a) The department shall develop a Recycle Florida license 16
30	30	plate as provided in this section and s. 320.08053. The plate 17
31	31	must bear the colors and design approved by the department. The 18
32	32	word "Florida" must appear at the top of the plate, and the 19
33	33	words "Recycle Florida" must appear at the bottom of the plate. 20
34	34	(b) The department shal l retain all annual use fees from 21
35	35	the sale of the plate until all startup costs for developing and 22
36	36	issuing the plate have been recovered. Thereafter, the annual 23
37	37	use fees from the sale of the plate shall be distributed to 24
38	38	Recycle Florida Today, Inc., to be used to increase public 25

51	51	awareness about the importance of recycling, resource 26
52	52	conservation, and environmental stewardship; to promote robust, 27
53	53	comprehensive, and sustainable recycling programs; and to 28
54	54	support the professional development of persons employed in 29
55	55	fields including, but not limited to, recycling, conservation, 30
56	56	and sustainability. 31
57	57	(128) FLORIDA ASSOCIATION OF REALTORS LICENSE PLATES. —32
58	58	(a) The department shall develop a Florida Association of 33
59	59	Realtors license plate as provided in this section an d s. 34
60	60	320.08053. The plate must bear the colors and design approved by 35
61	61	the department. The word "Florida" must appear at the top of the 36
62	62	plate, and the words "Support Homeownership" must appear at the 37
63	63	bottom of the plate. 38
64	64	(b) The annual use fees from the s ale of the plate shall 39
65	65	be distributed to Homeownership For All, Inc., which may use up 40
66	66	to 10 percent of the proceeds to promote and market the plate. 41
67	67	The remainder of the proceeds shall be used by Homeownership For 42
68	68	All, Inc., to fund programs that provide, promote, or otherwise 43
69	69	support affordable housing in this state. 44
70	70	Section 2. This act shall take effect October 1, 2023. 45
